About this file
This is a Project Manual for the State of Maryland Department of Natural Resources Engineering and Construction Division regarding the replacement of gasoline and diesel fuel storage systems at Patapsco Valley State Park's McKeldin Area located at 11676 Marriottsville Road, Marriottsville, Maryland 21104. The project (EC25-09019-100) requires the contractor to remove existing above-ground storage tanks (500-gallon gasoline and 500-gallon diesel) and associated infrastructure, then install new vaulted storage systems consisting of dual 1500-gallon tanks with side-mounted dispensers, concrete pads, bollards, pumping systems, and related equipment. The contractor must provide a temporary 1,000-gallon gasoline tank with metered dispenser throughout construction to maintain facility operations. The project involves complete site restoration including topsoil placement and grass seeding. The contract duration is 120 calendar days, with work scheduled during normal facility hours of 8:00 a.m. to 4:30 p.m., Monday through Friday. A site visit is suggested to familiarize the contractor with existing conditions, and no allowance will be provided for errors resulting from failure to consider site-specific circumstances.
The contractor must be licensed as a General Contractor in Maryland with a minimum of three years of experience in similar construction work. Work involving removal of underground fuel storage systems must be performed by a Maryland Department of the Environment-approved licensed tank removal contractor, and all electrical work must be performed by a licensed electrical contractor approved for Baltimore County. Unit prices are required for transferring usable fuels (estimated 1,000 gallons) and removing and disposing of unusable fuels (estimated 100 gallons). The contractor is responsible for all permits, including those from the Maryland Department of the Environment, and must provide 30 days' advance written notification and 48 hours' telephone notification before excavation begins. All materials, including tanks, concrete, conduit, and bollards, must be approved by DNR and meet specified standards such as UL #2085, NFPA-30 and NFPA-30A fire codes, and API standards. The contractor must provide a two-year warranty on workmanship and materials and secure a 30-year manufacturer's warranty for all tanks used on the project. Prior to final acceptance, the contractor must submit three sets of manufacturer's manuals, warranties, shop drawings, as-built drawings, and inspection certificates, with an additional electronic package provided to the DNR Project Manager.
