Request for Information

Business Process Engineer

UDisclaimer

This is a Request for Information (RFI) and planning ONLY and does not constitute a solicitation. A response to this RFI is necessary to assist the U.S. Postal Service Office of Inspector General (USPS OIG) in determining the potential levels of interest, adequate competition, and technical capability for a potential, but not certain, future solicitation. The OIG may issue a future request for quote (RFQ) only to those

Suppliers that respond to this RFI. Companies not responding to the RFI may be precluded from participating in any future competitions related to this requirement. Additionally, the USPS OIG reserves the right to conduct a limited competition based on the responses received from this RFI, and merely responding will not guarantee an invitation to participate in the potential future RFP. The Government is not responsible for any cost incurred by industry in furnishing this information.

UOrganizational Background

The OIG is an independent federal law enforcement agency within the U.S. Postal Service (USPS). Its mission is to:

• conduct and supervise objective and independent audits, reviews, and investigations relating to

Postal Service programs and operations,

• promote economy, efficiency, and effectiveness within the Postal Service, and

• inform the Postal Service Governors, Postal Service management, and Congress of problems, deficiencies, and corresponding corrective actions.

UProject Background

The Mission Support component of the OIG provides comprehensive administrative support for the USPS

OIG across several product lines/directorates inclusive of budget and accounting services, contracting, facilities and security services, human resources as well as training and talent development. The component provides solutions for our internal customers that satisfy the business and process requirements of the agency. For this effort, Mission Support is seeking a qualified business process engineer to analyze, redesign, and optimize USPS OIG HR related workflows in preparation for transition to Workday Core

Human Capital Management system (HCM). The workflows that will be intertwined with the HCM do not solely lie within the human resource directorate but are touched by the various directorates within Mission

Support. As part of the process to ensure we capture all relevant processes and identify efficiencies from a system administrator perspective, maintaining a customer centric posture is equally as important to ensure ease of use for front end users. Candidates must have verifiable experience working with Workday Core

HCM as a product, including configuration, implementation, or support of its core modules.
