Question 1. The number of visit days per year that appears in Section M, M.2.3 of the file BPD-IAF-12-R-0005_SPANISH_DV-ME are the real ones. I mean, are these days the ones I have to take to elaborate my budget? (Days are 358 for the first year and 434 for the next four years).

Answer 1: Yes, the number of days listed in Section M.2.3 are the IAF’s estimated number of visit-days per year, for proposal evaluation purposes. You will use them to prepare your proposal. Per the cover letter, the Mexico DV should anticipate that his or her workload will be proportional to the size and activities of the ME grants portfolio and will correspond to the needs of the agency, and may increase or decrease according to any portfolio changes. Fluctuations in the portfolio will affect the workload and amount paid under this contract.

Question 2. By fiscal year, should we understand Mexican or USA fiscal year?

Answer 2: The US Federal Government’s fiscal year.

Question 3. Could you please confirm me if the total visits, considering the different modalities, are 28 per semester.

Answer 3: Per the solicitation, the IAF estimates 24 active grants per year, with 2 visits annually to each grantee, so the estimated number of visits is 48 per year, not including the orientations and evaluations.

Question 4. Does the administrative and logistic cost should be included in the total cost per day?

Answer 4: No, the fixed price per day (Daily Unit Rate Pricing in Section M.2.3) does not include administrative and travel (logistics) costs. The travel costs should be included in your proposal in M.2.3, under Annual Travel Costs. Administrative expenses should not be part of your proposal. Please see Section B.5. which describes reimbursement of administrative costs.

The proposed DV Daily Unit Rates need to be fully loaded (see Section B.3.); we require a fixed price per day. Based on the estimated number of days required per year, the Offeror may propose additional positions, such as an administrative assistant, as required to accomplish the workload. Offeror shall explain duties, estimated hours, etc. in the technical and price proposals.

Question 5. How many firms/NGO would be hire for this licitation, or the complete licitation (28 visits per semester during 3 years) is for only one supplier.

Answer 5: There will be one contract awarded to one vendor, to perform services for the five year contract period.
