Amendment 0003 to Solicitation BPD-BEP-10-CI-0001
The purpose of this amendment is to answer questions regarding the above solicitation for Front-Line Manager and Sr. Leader Training Program. The closing date/time remain as stated in the solicitation. All proposals shall be submitted no later than 2:00pm ET February 5, 2010.
1. Is this work set aside for a disabled veteran organization or can small businesses (not service disabled) apply as well?
ANSWER: This is set aside for Service Disabled Veteran Owned businesses only.
2. On page 17, its states that each front-line manager training session shall be at least 5 days. Would you entertain a multi-session program that includes multiple training sessions of various days in length.
ANSWER: Refer back to C-1(a) as it states the training session shall be at least five consecutive days with various topics covered in the sessions. The vendors’ specifics surrounding the recommended approach/layout of the course are a part of the evaluation of the proposals.
3. On page 19, it states the frontline manager training session shall be 5 consecutive days. Is your desire a 5 day course – or a course that is at least 5-days in length.
ANSWER: Refer to C-1 (a) and and C-4(b) in the solicitation. The vendors’ specifics surrounding the recommended approach/layout of the course are a part of the evaluation of the proposals.
4. Can BPD-BEP arrange for attendee’s completion of the OPM 360 assessment?
ANSWER: This requirement should be one incorporated into the vendor’s proposal.
5. p. 18, item C-2(c) that addresses Scope of Work for the Senior Leader program states the “training shall be up to three days; each session will cover a variety of topics.” Are you looking for several training sessions – each up to three days – or are you looking for one 3-day session?
ANSWER: The vendors’ specifics surrounding the recommended approach/layout of the course are a part of the evaluation of the proposals.
6. Do you have a preferred assessment for emotional intelligence?
ANSWER: This requirement/assessment should be one incorporated into the vendor’s proposal.
7. In addition to those items listed in C-10-b, will you also provide an LCD project and screen? Flipchart stands and pads?
ANSWER: All are standard equipment in all BEP training facilities.
8. One of the qualifications listed under 2. Personnel Qualifications and Experience on page 25 is knowledge and familiarity with the BEP, its structure and workforce composition. How important is past history with BEP?
ANSWER: The qualifications mean exactly what they state: Vendors will be evaluated on their knowledge of and familiarity with the Bureau of Engraving and Printing, its organizational structure and workforce compositions.
9. You mentioned an incumbent in response to an earlier set of questions. How satisfied are you with the services the incumbent last provided you?
ANSWER: The Government does not provide past performance information regarding contractors to entities outside the Government.
10. C-2 Scope of Work - Senior Leader Training Letter (b) Page 18: The link to the OPM's major competencies: http://www.opm.gov/ses/recruitment/esq.asp appears to be broken. Do you have the correct link?
ANSWER: Go to: http://www.opm.gov/ses/recruitment and click on Executive Core Qualifications
11. Technical Approach and Management Plan Page 25 "The plan shall include the following: Procedures for ensuring controls of over quality, timeliness, and cost including details of the control programs to be used to meet the requirements of this PWS." What types of controls would you like for each of the areas?
ANSWER: It is up to the vendor to develop the quality control plan.
12. What is the current price per class cost for the incumbent, CW Hines?
ANSWER: The Government does not provide unit prices, however the past contract was awarded with a contract value of $66,000 under an IDIQ contract.
13. Are you happy with the work CW Hines has provided? Is this solicitation being issued because the contract has expired or is the BEP unhappy with the work CW Hines has done?
ANSWER: The Government does not provide past performance information regarding contractors to entities outside the Government.
14. Personnel Qualifications & Experience Page 25 "Knowledge of and familiarity with the Bureau of Engraving and Printing, its organizational structure and workforce compositions." Are you looking for previous experience working with the BEP or show you that we have taken the time to educate ourselves on the BEP?
ANSWER: The qualifications mean exactly what they state: Vendors will be evaluated on their knowledge of and familiarity with the Bureau of Engraving and Printing, its organizational structure and workforce compositions.
15. It appears that cost for travel is going to be added after the fact when the task order request is sent out. Is that accurate? If you want pricing for travel now, it’s almost impossible to give a firm dollar amount as that will change with the date of the travel.
ANSWER: The Government does not provide past performance information regarding contractors to entities outside the Government.
16. Another question about pricing is cost of the student materials/workbook. Since this cost is directly related to number of pages, it’s virtually impossible to give a firm price until the courses are actually developed and I know how many pages there’ll be. Any price I give you now would truly be nothing more than a high guess and probably not even close to the actual amount. Since I don’t charge a mark-up for printing/shipping I don’t feel real comfortable making up a price.
ANSWER: Refer to page 26 of the instructions to offerors regarding the pricing proposal.
17. Finally, the Past Performance Questionnaire states that it must be sent to you no later than 1/26 which was the date of the solicitation. Is that a typo? If so, what are the PPQs due to you?
ANSWER: This was an error. Past performance questionnaires are due at the same time as the closing date/time.
18. What is the cut off date and time for questions concerning this solicitation?
ANSWER: Refer to the cover letter on the solicitation.
