REQUEST FOR QUOTATION

FEDERAL BUREAU OF

INVESTIGATION

Solicitation Number: RFQ0003831

The Federal Bureau of Investigation (FBI) Procurement Section is issuing a competitive Request for Quotation (RFQ) to solicit authorized dealers of brand name or equal assorted vehicle tires for the purpose of establishing a firm fixed price Blanket Purchase Agreement (BPA) to acquire tires for vehicles at the Tactical Emergency Vehicle Operations Center (TEVOC), Training Division.

Contractors interested in competing for this effort may participate by submitting quotes in accordance with the procedures set forth in this RFQ.

Questions or Requests for Additional Information Are Due: April 20, 2020 1:00pm CST

Quotes Must Be Submitted No Later Than: April 23, 2020 1:00pm CST

1.0 General Information

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. No partial quotes will be considered. No partial awards will be made.

The North American Industrial Classification System (NAICS) code for this requirement is 441320 – Tire Dealers; the size standard is $16.5 in millions of dollars. The resultant contract is intended to be awarded as a single award, firm fixed price, BPA. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-04. This requirement will be awarded on an all or none basis as a commercial item under the procedures at FAR Parts 12 and 13.

This RFQ is being conducted as a total set-aside for small business concerns. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award.

2.0 Description/Specifications

2.1 Purpose/Type of Contract

The purpose of this BPA is to provide assorted vehicle tires for the FBI’s Tactical Training Unit (TTU). The Government intends to establish a firm fixed price, single award, BPA. The BPA will have a sixty (60) month ordering period from the date of award with a Base Plus Four (4) Option Period.

2.2 SUPPLIES OR SERVICE

The offeror shall provide firm-fixed pricing for the products listed in the Attachment A – Pricing Template. Purchases will be in bulk and not a singular quantity. Delivery of the items within 72 hours (3 days) of the order being placed is requested. The items listed are anticipated to be the primary supplies necessary to perform the contract. Other supplies may be added if applicable and necessary under the contract.

As items become obsolete, the FBI reserves the right to replace the item(s) at any time with technically acceptable items. Any alteration/change to contractual obligations shall be issued by the Contracting Officer. If the vendor/manufacturer offers a promotion at a price that is lower than the price established in the BPA, the FBI shall receive the lower promotional price as long as the order is placed during the promotional period.

The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Government’s rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the Government by the contractor.

2.3 Purchase Ceiling

The anticipated ceiling for this BPA is $250,000.00. The FBI is obligated only to the extent of authorized purchases actually made under this BPA.

2.4 Shipping & Delivery Requirements

All deliveries under this order shall be FOB Destination.

All items shall be delivered to:

All deliverables shall be received by the requestor no later than three (3) days after receipt of order (ARO). If delivery cannot be made within this time frame the Contractor shall forward notification with a detailed reason for non-shipment to the ordering offices attention. Contractor is to make best effort to delivery within 3 days or provide ordering office with a realistic delivery date at the time an order is placed.

3.0 Quotation Requirements

New products only shall be accepted for this procurement. No grey market products shall be accepted.

Offers shall be valid for 60 calendar days from closing of posting.

Delivery must be made within 3 days or less after Receipt of Order (ARO).

Please include in your quote: pricing and product description for each line item listed above.

Quote may be sent via your company’s standard quotation form but must include the following information: Tax ID #, DUNS #, Point of Contact with email and telephone information.

4.0 Process Schedule

4.1 Submission of Questions

Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions may be submitted to the attention of Christina Wheeless at CMWheeless@fbi.gov, no later than Monday, April 20, 2020 at 1:00pm

CST.

4.2 Submission of Quotations

Quotations/offers and any accompanying information shall be submitted via email to the attention of Christina Wheeless, Contract Specialist, at CMWheeless@fbi.gov, no later than Thursday, April 23, 2020 at 1:00pm CST. Quotations/offers sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered. Offers must be valid for 60 calendar days after submission.

5.0 Provisions and Clauses

The selected offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference, as well as, the below FBI incorporated clauses:

5.1 Access to Federal Bureau of Investigation (FBI) Locations:

e-QIP - Contract Security Requirements from Acquisition Security Unit (ASU), Procurement Section Directive (PSD): 09-22.18

Performance under this contract may require access to FBI locations to provide some service, product, or perform some other official function of interest to the FBI. Requirements, as identified below, to include approval by the FBI's Security Division, must be satisfied prior to access. Contractors who will require escorted access, to include short-term, intermittent, or infrequent access, to an FBI facility must complete an "Access of Non-FBI Personnel to FBI Facilities, Background Data Information Form," (FD 816), a "Privacy Act of 1974 Acknowledgment Form" (FD 484) and two Fingerprint Cards (FD 258).

Completed forms should be provided to the assigned Contracting Officer's Technical Representative (COTR) at least 10 days prior to required access. Individuals requiring unescorted access to an FBI facility must complete the Standard Form 86 (SF-86), Questionnaire for National Security Positions, using the Office of Personnel Management’s Electronic Questionnaires for Investigations Processing (e-QIP) and provide two Fingerprint Cards (FD 258). e-QIP is a secure website that can be accessed from any computer system which has an Internet connection. Only the signed release forms and FD 258 will need to be mailed to the identified Chief Security Officer, the SF-86 itself will be transmitted to the FBI electronically.

To complete the SF-86 using e-QIP, the individual requiring unescorted access to the FBI facility must contact (insert Chief Security Officer, Division, and telephone number) in order to be initiated into e-QIP. Once this action has been accomplished, the individual should be able to access e-QIP at the following link in order to initiate and complete the electronic process:

Thoroughly read and follow the instructions for completing the SF-86. NOTE: To fully address suitability/security issues, the FBI requires individuals to provide responses to questions on the SF-86 for the last ten years. Failure to complete the application as instructed may lead to significant delays in processing the required investigation and approval for unescorted access.

Upon logging onto e-QIP, there will be a prompt to answer three “Golden” security questions to establish the user account. After completing the electronic SF-86, please print and sign the (1) Certification Form (CER) - Certify Completeness and Accuracy of your Investigation Request;

(2) Medical Release Form (MEL) - Authorization for Release of Medical Information; and (3) Release Form (REL) - Authorization for Release of Information. In addition to these SF 86 release forms, the completion of a Non-Personnel Consent to Release Information (FD-979a), the United States Department of Justice Disclosure and Authorization Pertaining to Consumer Reports (DOJ 555) are required. Annotation of the assigned e-QIP Investigation Request Number on the upper right corner of each document transmitted to the identified Chief Security Officer is required for coordination with the electronic transmission and to facilitate the investigative process.

The e-QIP Investigation Request Number, automatically generated by e-QIP, is located on both the header and footer of the signature forms. These release forms (five total) and FD 258 should be mailed via Federal Express or UPS Express mail directly to the following address: (insert name and address of Chief Security Officer). The use of regular U.S. mail channels may cause significant delays in processing the unescorted access request. Upon completion of processing the facility access request, the individual will be required to execute a non-disclosure agreement suitable for their approved access.

5.2 Corporate Representation Regarding Felony Conviction Under Any Federal Law Or Unpaid Delinquent Tax Liability – Solicitation (Deviation 2015-02)(March 2015)

a) None of the funds made available by the Department’s current Appropriations Act may be used to enter into a contract, memorandum of understanding, or cooperative agreement with a corporation—

1) Convicted of a felony criminal violation under any Federal law within the preceding 24 (twenty-four) months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government, or

2) That has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government.

b) By submitting a response to this solicitation, the offeror represents that, as of the date of this offer—

1) The offeror is not a corporation convicted of a felony criminal violation under any Federal or State law within the preceding 24 (twenty-four) months; and

2) The offeror is not a corporation that has any unpaid Federal or State tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability.

5.3 Contractor Internal Confidentiality Agreements Or Statements Prohibiting Or Restricting Reporting Of Waste, Fraud, And Abuse – Solicitation (Deviation 2015- 02)(March 2015)

None of the funds appropriated to the Department under its current Appropriations Act may be used to enter into a contract, grant, or cooperative agreement with any entity that requires employees or contractors of such entity seeking to report fraud, waste, and abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information. By submitting a response to this solicitation, the contractor certifies that it does not require employees or contractors of the contractor seeking to report fraud, waste, and abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contractors from lawfully reporting waste, fraud, and abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.

5.4 System for Award Management (SAM) Requirement

Please ensure your firm is registered in System for Award Management (SAM) - All vendors must be registered in SAM, effective July 29, 2012, to receive government contracts.

The FBI utilizes a financial system that has a direct interface with the SAM. If any current FBI vendor data conflicts with SAM Data, the information contained in SAM may override our current information. Please ensure that your company’s SAM information is updated and accurate. This includes: TIN, EFT, DUNs, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.

6.0 Evaluation Factors

Award shall be made to the offeror whose quotation, conforming to this solicitation, is determined to be the Lowest Price Technically Acceptable.
