RE: 19M05525A0001 Blanket Purchase Agreement for Gasoline and Diesel Fuels
The Embassy of the United States of America in Rabat invites you to submit your best offer for delivery of high-quality gasoline (Essence) and diesel (Gazole).
The U.S. Government intends to award at least three Blanket Purchase Agreements (BPAs) beginning November 1, 2024, for a period of one (1) calendar year. The Blanket Purchase Agreement shall be awarded to the most reasonably priced technically acceptable offerors, and at the U.S. Government’s discretion.
Technical acceptability of prospective vendors is evaluated by ensuring compliance with the terms of the Blanket Purchase Agreement and the provision of high-quality fuels.
A Blanket Purchase Agreement is a simplified method of filling anticipated repetitive needs for supplies or services by establishing "charge accounts" with qualified sources of supply (see https://www.acquisition.gov/far/13.303 for additional information).
All offers must be submitted to the Embassy Rabat Procurement & Contracting Unit via e-mail at rabatgsoprocurement@state.gov no later than 16:45 on October 28, 2024. No offers will be accepted after this time.
Sincerely
Myron Hirniak Contracting Officer https://www.acquisition.gov/far/13.303 mailto:rabatgsoprocurement@state.gov

II. Technical Capability:
The information in the offer shall meet all the requirements contained herein. The offerors shall provide with their offer package, with the following information:
- Evidence that the offeror operates an established business with a permanent physical address and telephone listing and is registered to conduct business in Morocco.
- Experience in relevant business along with any relevant certification and licenses.
- Only specialized companies operating in petroleum products delivery shall apply.
The vendors (BPA holders) interested in this business opportunity shall be prepared to accept BPA terms, conditions, and clauses, by signing and returning a copy of the BPA to the U.S. Embassy Contracting Officer. The Federal Acquisition Regulations (FAR) and Department of State Acquisition Regulations (DOSAR) clauses that pertain to this BPA are attached.
Since a BPA is not a contract, neither party is bound to its terms. However, if an order is issued under the BPA and the BPA-holder agrees to provide the service, that individual order becomes a binding contract between the parties and both parties are then bound to all the terms and conditions in the BPA for that order. An estimated annual volume amount will be indicated on the BPA, but the United States government is not obligated to buy that amount of fuel.
The BPA holder shall designate a Project Manager or an Account Representative who shall be the BPA holder’s point of contact for the purpose of BPA orders and invoices resulting from the orders.
Any purchase made under a BPA will be based on mutually agreed upon prices obtained either in writing or orally by telephone or personal contact at the time the Government’s need for the goods and/or service arises by an ordering official/authorized caller. The Contracting Officer will establish and provide BPA holders with a list of Government personnel (BPA Callers) authorized to place orders on behalf of the Government. BPA Callers are only authorized to order goods and/or services within the boundaries established in the BPA.
III. Other requirements:
The offer must be dated, signed, and valid for 30 calendar days after submission.
