About this file

This document establishes the evaluation criteria for a Resupply Vehicle (RSV) Commercial Crane Repair Services Blanket Purchase Agreement (BPA) at Fort Bragg.

The BPA requires vendors to provide maintenance, diagnostics, testing, and repair services for commercial cranes including Grove, Oshkosh, and HIAB models. Vendors must demonstrate OEM-certified technicians and diagnostic equipment meeting or exceeding OEM standards, capability to perform both on-site and off-site repairs, compliance with OSHA regulations and Fort Bragg-specific security requirements, and availability of DOT-approved recovery vehicles for transporting disabled equipment. Personnel must be fluent in English and adhere to safety and conduct requirements. The government will evaluate proposals across seven criteria: (1) Technical Capability, assessed on ability to meet PWS requirements with proof of OEM certifications and detailed technical proposals; (2) Past Performance, requiring documentation of at least three similar contracts with client references and performance records; (3) Personnel Qualifications, demonstrated through resumes, certifications, and training records; (4) Pricing, evaluated for reasonableness and competitiveness including hourly labor rates, material costs, emergency service rates, and available discounts; (5) Compliance with Solicitation Requirements, including completed FAR representations and certifications, active SAM registration, and Fort Bragg security acknowledgment; (6) Quality Assurance and Safety, requiring detailed quality control and safety plans addressing OSHA compliance, PPE requirements, and incident reporting; and (7) Environmental Compliance, addressing hazardous material management and use of environmentally preferred products. The government will employ a best value tradeoff methodology where technical capability, past performance, and non-price factors are considered alongside pricing to determine the most advantageous proposal, with technical acceptability assessed on a pass/fail basis against minimum PWS requirements.
