About this file

This document is a Brand Name Justification / Sole Source Special Notice for the Department of Transportation (DOT) seeking to purchase Bosch hardware for a Closed-Circuit Television (CCTV) modernization project at DOT Headquarters. The procurement, valued at $1,230,098, will require a small business vendor capable of obtaining and installing specific Bosch equipment, including IP cameras, video management system components, monitors, decoders, and related accessories. DOT plans to publish a competitive solicitation that restricts eligibility to small businesses with average annual gross revenue under $25 million, who can provide and install the exact Bosch equipment specified in the detailed equipment table.

The notice emphasizes that the Bosch Video Management System is a direct replacement for the existing system, and procuring alternative hardware would be cost-prohibitive. DOT is seeking additional market research and invites interested entities to submit Statements of Qualifications by 11:30 PM Eastern Daylight Time on August 10, 2025, to prove their capability of providing the required equipment and installation services. The estimated delivery date is 360 days After Receipt of Order (ARO), and the procurement will integrate with DOT's existing Bosch hardware and third-party interfaces, with the Office of Security maintaining the necessary spare parts for the system.

4. Identification of Justification Rationale and Demonstration of Contractor’s Unique

Qualifications. (FAR 8.405-6(g)(2)(iv)). The parts listed in the table above are needed to replace existing Bosch CCTV System components at DOT Headquarters. This requirement integrates with existing Bosch Hardware and with the Office of Security’s existing third-party interfaces. Bosch Video Management System is a direct replacement for the existing system, reducing the complexity of the installation and repair. Procuring CCTV hardware and software components other than these would require the procurement of additional CCTV software and hardware, which would be cost-prohibitive.

5. Best Value Determination. (FAR 8.405-6(g)(2)(v)). The Contracting Officer and DOT’s cognizant Contracting Officer’s Representative (COR) will hereafter determine that the total price proposed by this procurement’s winning offeror is fair and reasonable.

6. Description of Market Research. (FAR 8.405-6(g)(2)(vi)). Based on manufacturer and internet research performed by this procurement’s cognizant program office (DOT’s

Office of Security, M-40), there is not another direct replacement that would not add prohibitive cost to the government to install and maintain. But this published Notice does

EXPAND that previously-performed Market Research by allowing any interested entities, OTHER THAN those described above in this Notice’s first paragraph, to submit—to james.mowery@dot.gov and to Rod.Stephens@dot.gov, and to Hank.Clyatt@dot.gov, for receipt by those addressees not later than 11:30 PM Eastern Daylight Time August 10, 2025—Statements of Qualifications attempting to prove the submitter’s capability of providing DOT’s needed equipment and installation-services at the high level of quality indispensable to the Department.

7. Any Other Supporting Facts. (FAR 8.405-6(g)(2)(vii)). The Office of Security maintains the spare parts required for the service of the Bosch CCTV hardware. If DOT were to use another manufactured system, DOT would also need to replace existing CCTV hardware, software, interfaces and spare parts for the system as well, thereby unnecessarily and prohibitively increasing DOT’s costs and spare parts budget.

8. Actions Taken to Remove Barriers to Competition. (FAR 8.405-6(g)(2)(viii)). DOT knows of no barriers to competition—other than competitive free-market-forces beyond the

Department’s control.
