JUSTIFICATION
The Solano County Water Agency (SCWA) is uniquely qualified to carry out these particular objectives of the Lake Berryessa Zebra and Quagga Mussel Prevention Program. SCWA has an operational history that provides unique knowledge of endemic issues associated with Lake Berryessa. In 1953, SCWA began the operations of the Solano Project, which includes Lake Berryessa. SCWA has significant experience preventing the spread of invasive dreissenid mussels with specific ways to build on the prior successes of the prevention program, remedy areas for improvement, and scale-up appropriately for the needs of Lake Berryessa aquatic habitat. The SCWA also has an established partnership with local stakeholders, the Lake Berryessa Watershed Partnership, to implement Lake Berryessa Outreach Program which educates all visitors to Lake Berryessa, including boaters, about the importance of preventing the spread of invasive dreissenid mussels.
