SUMMARY OF

PROJECT

ACTIVITIES

The California Department of Water Resources (DWR) will lead the development and implementation of the dust suppression projects called for in the State’s Salton Sea Management Plan Phase I (Phase I Plan) of Salton Sea Management Plan (SSMP), in collaboration with Reclamation, Imperial Irrigation District, and local and State air quality regulators on the northern and southern shorelines of the Sea. The objective is to implement dust suppression projects on no more than 14,900 acres. Tasks include the following key activities:

1) research and planning to identify priority project locations and appropriate dust suppression methods at each site; 2) construction and maintenance of implemented dust suppression activities which may include surface roughening, planting water-efficient vegetation, using surface stabilizers, constructing habitat swales, etc.; 3) monitoring of individual sites to determine when a site or portion of a site requires maintenance as well as success of actions in reducing dust emissions; 4) environmental compliance and real estate activities required to incorporate any environmental mitigation requirements into the construction documents, develop of an environmental compliance management program, and confirm and secure all required permits, including traffic and encroachment permits from Imperial and Riverside counties and securing easements required for the construction tasks and for the installation and maintenance of the air quality equipment; and 5) completing necessary progress reports that describe the project goals and activities, basis of design of the dust control measures, implementation issues, overall performance of the dust mitigation areas, findings and recommendations based on the data collected, and full accounting of the costs.

SELECTION

JUSTIFICATION

The State of California (State) is required by state legislation to lead Salton Sea restoration efforts. As part of this requirement, the California Department of Water Resources (DWR) is leading the development and implementation of the dust suppression projects called for in SSMP. Phase I Plan calls for no more than 14,900 acres of dust suppression projects. To meet this goal, the State must work with landowners around the Sea to implement projects on their land while still coordinating and leading actions on the ground and working with county air quality regulators. The State will work with Reclamation to implement dust suppression projects on Reclamation-owned lands where dust emissions are expected to increase. The State is uniquely qualified to complete this work because of their legal requirements to oversee Sea restoration, their experience in coordinating and overseeing multiple activities necessary to implement the SSMP, and their ability to leverage resources used for other dust suppression projects around the Sea.
