About this file
This is a Sources Sought Notice and Request for Information (RFI) issued by the Federal Bureau of Prisons (BOP) for market research purposes regarding enterprise-wide commissary operations across all BOP-managed institutions nationwide. The notice is not a formal solicitation and does not commit the Government to award a contract.
The BOP seeks information from qualified vendors capable of managing full commissary operations across approximately 122 institutions serving an estimated 140,000 inmates. Operations must span multiple facility types including Federal Correctional Complexes, Federal Correctional Institutions, Federal Detention Centers, Federal Prison Camps, Federal Medical Centers, and United States Penitentiaries across multiple geographic regions. The scope of services encompasses product sourcing and procurement (food, personal hygiene, apparel, electronics, and approved items), inventory management and demand forecasting, order processing through manual and/or electronic systems, packaging, fulfillment, and distribution. The contractor must provide management, technical oversight, and quality assurance while operating within a Government-supervised inmate labor environment. Vendors should describe their approach to system utilization, including use of the existing Trust Fund Accounting and Commissary System (TRUFACS), hybrid approaches, or alternative contractor-provided systems, with full documentation of data integrity, security, reconciliation, and implementation timelines. The contractor must clearly identify inventory ownership assumptions (Government-owned, contractor-owned, or hybrid), as this significantly impacts pricing and financial structure. Routine operational and financial reporting is required, including sales by institution and product category, average inmate spend, participation rates, inventory levels, order fulfillment metrics, and loss/shrinkage estimates, deliverable via standard formats such as spreadsheets or dashboards.
Vendors must provide company information including legal name, UEI number, and business size status; demonstrate relevant experience from the past five years with large-scale retail, commissary, or e-commerce operations, multi-site operations, and preferably operations in controlled or secure environments. Responses should address capability to support nationwide or regional operations, supply chain and warehousing approach, high-volume order fulfillment, contraband prevention and loss mitigation strategies, technology platforms for ordering and reporting, and approach to commissary operating models (centralized, regional, or hybrid). Rough Order of Magnitude (ROM) cost estimates are required based on full coverage of all approximately 122 institutions, including average inmate spend metrics, markup percentages by product category, estimated annual gross sales, operating costs, and key assumptions regarding participation rates, product mix, distribution models, inmate labor utilization, technology approach, inventory ownership, and system platform selection. Vendors may propose markup-based pricing, revenue-sharing models, fixed fees, or hybrid approaches. Industry feedback on best practices, contraband prevention strategies, supply chain challenges, staffing impacts, recommended geographic structuring, scalability, and reporting practices is encouraged. Responses are limited to 10–15 pages (excluding attachments) and must be submitted via email to BOP-ADM-MarketResearchResponse@bop.gov by 12:00 p.m. CDT on May 14, 2026. NAICS Code 445110 applies; PSC Code S216. This notice is for market research and planning purposes only and does not obligate the Government to award a contract or reimburse any costs.

1. Description This Sources Sought Notice / Request for Information (RFI) is issued solely for market research purposes in accordance with FAR Part 10. It does not constitute a solicitation and does not commit the Government to issue a solicitation or award a contract. Responses will not be considered proposals and will not form the basis for award.
The Federal Bureau of Prisons (BOP) is seeking information from qualified vendors capable of providing enterprise-wide commissary operations across all Bureau of Prisons-managed institutions nationwide.
The BOP operates approximately 122 institutions nationwide.
Certain locations such as Federal Correctional Complexes (FCCs) consist of multiple institutions within a shared geographic area. While infrastructure may be co-located, vendors shall assume operational requirements at the individual institution level.
For purposes of this RFI, vendors shall assume commissary operations at all Bureau of Prisons-managed institutions.
Facilities may include, but are not limited to:
• Federal Correctional Complexes (FCCs)
• Federal Correctional Institutions (FCIs)
• Federal Detention Centers (FDCs)
• Federal Prison Camps (FPCs), including satellite camps
• Federal Medical Centers (FMCs)
• Medical Center for Federal Prisoners (MCFP)
• Federal Transfer Centers (FTCs)
• Metropolitan Correctional Centers (MCCs)
• Metropolitan Detention Centers (MDCs)
• United States Penitentiaries (USPs)
Facility types vary by mission, population, medical capability, and security level, which may impact commissary operations, logistics, product assortment, and distribution models.
The population supported is estimated at approximately 140,000 inmates within Bureau of Prisons-managed institutions.
Operations are expected to span institutions nationwide across multiple geographic regions.
For purposes of this RFI, “enterprise-wide” refers to coordinated commissary operations across all Bureau of Prisons-managed institutions nationwide, whether performed under a single contract or multiple regional contracts.
2. Scope of Services (Draft – For Information Purposes) The Contractor shall be responsible for full commissary operations, which may include product sourcing, procurement, inventory management, order fulfillment, distribution, and overall program management.
Inmate labor will be utilized for commissary operations under the supervision, direction, and control of Government personnel. Vendors should describe their approach to operating within a Government-supervised labor environment, including coordination with Government staff, quality assurance, and methods for maintaining operational efficiency.
The Contractor shall provide management, technical oversight, quality assurance, and coordination with Government personnel.
System Environment (Trust Fund / Commissary Systems) The Government currently utilizes the Trust Fund Accounting and Commissary System (TRUFACS) to support inmate trust fund and commissary operations.
Vendors shall describe their proposed approach to system utilization, including:
• Use of existing Government systems (e.g., TRUFACS)
• Hybrid approaches (leveraging both Government and contractor systems)
• Alternative contractor-provided systems
For any approach that does not fully rely on TRUFACS, vendors shall address:
• Data integrity and reconciliation with Government financial records
• Security and compliance considerations
• Reporting and auditability
• Transition requirements and implementation timeline
• Integration or interface requirements (if any)
The Government is not committing to system replacement or modification at this time; however, information provided will be used to assess feasibility, risks, and potential benefits of alternative approaches.
Commissary operations are primarily supported through inmate purchases. Vendors should describe pricing strategies, product sourcing approaches, and methods for managing affordability, product availability, and operational sustainability.
Contractor personnel must meet institutional access and background investigation requirements, which may be extensive and may impact staffing timelines, onboarding, and workforce availability. All operations shall comply with applicable security requirements within correctional environments.
Core Requirements

• Integration with existing institutional processes and systems
Inventory Ownership (Key Assumption Area) Vendors should clearly identify assumptions regarding inventory ownership (Government-owned, contractor-owned, or hybrid), as this will significantly impact pricing, risk allocation, and financial structure.
Data Reporting and Visibility (Draft – For Information Purposes) The Contractor shall provide routine operational and financial reporting to support Government oversight and performance monitoring.
Reporting is intended to enhance operational and financial visibility while operating within existing Government system constraints.
The Government does not currently anticipate system integration, modification, or replacement;
however, vendors may propose alternative approaches for consideration, with associated risks, requirements, and benefits clearly identified.
Vendors are requested to describe their capability to provide the following data elements on a recurring basis (e.g., weekly or monthly):
