About this file
This is a Worker Protection and Investment Certification Form (BOP-2201) issued by the Commonwealth of Pennsylvania pursuant to Executive Order 2021-06, applicable to the bread products supply contract for the first quarter (October-December 2026). Contractors and grantees must certify compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and applicable state labor and workforce safety laws, including provisions related to workplace misclassification, child labor, minimum wage, prevailing wage, equal pay, employment medical examination fees, seasonal farm labor, wage payment and collection, industrial homework, construction industry employee verification, healthcare overtime restrictions, apprenticeship and training, and employment records inspection. The certification requires an authorized official to execute the form and acknowledge understanding of reporting obligations regarding any changes in compliance status to the purchasing agency.
Pennsylvania law establishes significant penalties for false certifications, including immediate contract termination and three-year ineligibility to bid on Commonwealth contracts under 62 Pa. C.S. § 531 (debarment or suspension). Certifying officials must understand that the certification is subject to provisions and penalties under 18 Pa. C.S. § 4904 (Unsworn falsification to authorities). The form was published on February 7, 2022, and serves as a prerequisite compliance document for any contractor or grantee seeking to do business with the Commonwealth of Pennsylvania on this bread products supply contract.
