SUBJECT: Boot Contract Justification
In accordance with the Federal Acquisition Regulation (FAR) Part
6.1 - Full and Open Competition, this memorandum provides justification for the selection of 5.11 Tactical to fulfill Blanket Purchase Agreement (BPA) No. 15B30125A00000147. All responsible sources, including small businesses, were afforded equal opportunity to compete for this requirement.
Competing Vendors Solicitations were provided to and proposals received from the following vendors:
• SAF-GUARD
• BOTACH INC.
• 5. 11 Tactical
• AF2 Solutions
Following an evaluation of offers in alignment with the technical specifications outlined in PS-001-2023, 5.11 Tactical was determined to offer the most comprehensive and suitable solution for staff uniform footwear needs.
Selection Justification
• Product Selection and Quality: 5.11 Tactical provides a significantly diverse range of footwear that aligns with the categories outlined in PS-001-2023, surpassing the offerings of other vendors in both variety and functionality. Feedback from those currently utilizing 5.11 products indicate a higher level of satisfaction regarding comfort, durability, and overall performance when compared to competing brands.
• Cost Efficiency: Evaluations determined that 5.11 Tactical products offer superior quality at a competitive price point. The cost-to-value ratio was consistently favorable compared to other offers.
• E-commerce and Tracking: 5.11 Tactical supports streamlined online purchasing for staff, which enhances ordering efficiency and accountability. The platform includes features for order tracking and centralized purchase management, providing valuable oversight and control for the Correctional Services Department.
• Vendor Past Performance: SAF-GUARD, a previous BPA awardee, has a history of performance issues including persistent backorders and extended delivery times. Staff feedback reflects dissatisfaction with SAF-GUARD's customer service and order fulfillment reliability, which significantly hinder operational readiness and uniform compliance.
• Ethical and Legal Compliance: 5.11 Tactical has certified that its vendors fully comply with the terms and conditions of the BPA, specifically prohibiting the use of forced labor, including labor derived from slavery or human trafficking. The company maintains a Vendor Code of Conduct in accordance with international labor standards and The California Transparency in Supply Chains Act of 2010 , ensuring responsible sourcing and ethical labor practices.
Based on a comprehensive review of submitted offers, feedback from agency personnel, logistical capabilities, ethical compliance, and overall value to the government, 5.11 Tactical has been selected as the most advantageous vendor under BPA No.
15B30125A00000147. This selection ensures operational efficiency, personnel satisfaction, and continued adherence to federal procurement principles and labor standards.
