About this file
This is a Request for Information (RFI) issued by the Federal Bureau of Investigation's Laboratory Division, Biometrics Analysis Section, seeking market research on vendors capable of providing Short Tandem Repeat (STR) typing services for unidentified human remains. The RFI Number 2026CC0738 was published April 23, 2026, with questions due May 8, 2026, and responses due May 22, 2026. The RFI is for informational and planning purposes only and does not constitute a solicitation or commitment to award a contract. Responses are strictly voluntary, no funds are available for preparation costs, and the government is under no obligation to issue a subsequent solicitation.
The FBI requires vendors to provide validated and accredited DNA isolation and STR typing procedures at 20 CODIS loci from calcified skeletal tissue samples, using NDIS-approved autosomal STR DNA testing kits. Critical requirements include: vendor assumption of all material and personnel costs; minimum throughput of 200 samples per month; prohibition on total sample consumption without FBI Technical Point of Contact approval; unique sample identification throughout processing; monthly progress reporting with curated DNA profiles in tabular format; and monthly return of processed samples to the FBI. Highly preferred qualifications include experience with challenging DNA samples from bones and teeth, and willingness to provide on-site workflow demonstrations. Respondents should identify themselves with complete contact information (company name, address, phone, email, DUNS number, CAGE Code, UEI), business size/socioeconomic status, and SAM-registered NAICS codes. Capability statements must be submitted in PDF, Word, or Excel format, limited to eight pages (excluding administrative information), and sent to Contracting Officer Bryan Lane at bvlane@fbi.gov by May 22, 2026, at 5:00 PM EST. Vendors should address commerciality of services, GSA Schedule or federal contract vehicle availability, technical capabilities, relevant experience, and any assumptions or concerns regarding the requirements.
