ACQUISITION DIRECTORATE

THIS IS NOT A REQUEST FOR QUOTE – THIS IS A NOTICE OF THE

GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD FOLLOW-ON

CONTRACT TO INQUIRIES, INC. TO PROVIDE ADJUDICATIONS ADMINISTRATION

SUPPORT SERVICES.

The Department of Defense (DOD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) intends to award a sole source contract under the statutory authority permitting Other than Full and Open Competition, Simplified Procedures to Certain Commercial Items implemented in the Federal

Acquisition Regulation, FAR 15.501 “Special Documentation Requirements.” WHS/AD intends to issue a follow-on contract to Inquiries, Inc., under contract HQ0034-14-C-0059. The anticipated period of performance will be a three (3) month base period and two (2) one-month option periods. We anticipate awarding a contract to Inquiries, Inc., to provide Adjudications Administration Support Services to the

Department of Defense (DoD) Consolidated Adjudications Facility (CAF). The follow-on contract is necessary to continue the Adjudication Administration support to review and process personnel security documentation. The critical goal for the Adjudications Administrative Support is to ensure the documentation necessary to facilitate the adjudications of personnel security eligibility and trustworthy determinations are processed in a timely manner and in accordance with (IAW) prescribed DoD and DoD

CAF policies and procedures. Failure to issue a bridge contract would create an unacceptable and significant lapse in support for DoD CAF. Currently, these services are going through a competitive acquisition with an anticipated award in fiscal year 2018.

This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to be compete this proposed action based upon responses to this notice is solely within the discretion of the

Government. Information received will be considered solely for the purpose of determine whether conducting a competitive procurement is in the best interest of the Government.

All information submitted should support the offeror’s capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror’s bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the

Sole Source Award. The primary North American Industry Classification System (NAICS) code is 561611, Investigation Services, Small Business Size Standard of $20,500,000 annual sales.
