STATEMENT OF WORK FOR

ORDNANCE ASSESSMENT TESTING OF

TOMAHAWK SHROUD EXPLOSIVE BOLT (P/N 2220628)

1.0 INTRODUCTION

1.1 Scope. This statement of work (SOW) defines the efforts to conduct non-destructive and functional testing of twelve (12) service returned Shroud Explosive Bolts (Raytheon P/N

2220628, PacSci P/N 93670-04) at Pacific Scientific EMC in Chandler, AZ. The explosive bolt test samples will be furnished by the Naval Surface Warfare Center, Indian Head

Division (NSWC IHD).

1.2 Background. This will be the fourth Service Life Assessment Program (SLAP) for the

Tomahawk Shroud Explosive Bolt. The last SLAP testing was conducted at Pacific

Scientific EMC in Chandler, AZ under contract #N00174-21-P-0279.

2.0 APPLICABLE DOCUMENTSDrawings.

3.0 REQUIREMENTSGovernment Furnished Property.

3.1.1 The Government will furnish the following Government Furnished Property (GFP) to the Contractor for use in performance of this contract:

3.1.2 The property will be delivered at the Government’s expense to the contractor’s facility.

3.1.3 Only the property listed above and on the GFP Attachment will be furnished by the

Government. All other property required for performance of this contract shall be furnished by the contractor.

3.1.4 Within 30 days after GFP is determined by the contractor to be lost, damaged, destroyed, no longer usable, or no longer needed for the performance of the contract, the

Contractor shall notify the Contracting Officer, in writing, thereof.

3.1.5 Disposition instructions are as follows:

• Material will be destroyed by the contractor during testing and fired hardware shall be disposed of by the contractor after acceptance of all CDRLs.

3.2 On-Site Visit and Coordination. Pacific Scientific shall notify NSWC IHD at least ten (10) days prior to functional testing so Government representatives can make travel arrangements to witness testing. During on-site visit, NSWC IHD technical representative shall observe non-destructive and functional test setups and all testing.

3.3 Test Procedure. The contractor shall provide the Shippable Work Order (SWO), in accordance with the most current revision of TP-93670-04, to the Government for review and approval at least 15 working days prior to testing. (CDRL A001)

3.4 Non-destructive Testing (NDT) and Electrical Testing. NDT and electrical testing shall not result in the damage or degradation of the integrity of the unit. Testing shall be performed as shown in Table 1. All non-destructive test and inspection results shall be recorded in the SWO and provided in the Technical Report -Test Data Pack. (CDRL

3.4.1 The visual inspection shall be conducted in accordance with ATP TP-93670-04 on the units shown in SOW Table 1. Units shall be visually inspected for defects in workmanship, service-related damage, and conformance to applicable drawings.

Photographs shall be taken prior to testing to document any non-conformance or damage. These are service returned units and may not be up to cleanliness standards of initial lot manufacture due to in-service use. Observations shall be documented for record only. Visual inspection results and photographs shall be provided in the

Technical Report -Test Data Pack.

3.4.2 The bridgewire resistance test shall be conducted on the units two times in accordance with Table 1 and ATP TP-93670-04. Units shall be tested before and after no-fire testing as required in Table 1. Photographs shall be taken of the test setup with a unit.

Bridgewire resistance test results shall be recorded in ohms and provided in the

Technical Report -Test Data Pack.

3.4.3 The insulation resistance test shall be conducted on the units in accordance with Table 1 and ATP TP-93670-04. Photographs shall be taken of the test setup with a unit.

Insulation resistance test results shall be recorded in ohms and provided in the Technical

Report -Test Data Pack.

3.4.4 The electrostatic discharge (ESD) test shall be conducted on the units in accordance with

Table 1 and ATP TP-93670-04. Photographs shall be taken of the test setup with a unit.

Electrostatic discharge test results shall be provided in the Technical Report -Test Data

Pack.

3.4.5 The radiographic examination shall be conducted on the units in accordance with Table 1 and ATP TP-93670-04. Radiographic inspection report and a digital or film copy of x-rays shall be provided with the Technical Report -Test Data Pack.

3.4.6 The no-fire test shall be conducted on the units in accordance with Table 1 and ATP TP-

93670-04. Photographs shall be taken of the test setup with a unit. No-fire test results including no-fire calibration and tester operation screen(s) shall be provided in the

Technical Report -Test Data Pack.

3.5 Functional Testing. Testing shall be performed in accordance with Table 1 and ATP TP-

93670-04. All test data and inspection results shall be recorded and provided in the

Technical Report -Test Data Pack. (CDRL A002)

3.5.1 Prior to functional testing, the units shall be temperature conditioned at 28°F or 167°F, as required in Table I, for a minimum of 4 hours and no longer than 24 hours.

Photographs shall be taken of a functional test setup with a unit.

3.5.2 Test data including bridgewire break time, function time to complete severance of the bolt, and voltage/current-time traces shall be delivered in the Technical Report -Test Data

Pack.

3.5.3 Post functional visual inspection results including complete severance of the bolt in the specified zone, and photographs of each post-fired unit shall be delivered in the Technical

Report -Test Data Pack.

3.6 Technical Report – Test Data Pack. The contractor shall provide the work completed

SWO with all inspection and test results, radiographic report and digital or film radiographs, data sheets (including FET data), voltage/current-time traces, raw data in

Excel compatible file format, conditioning chamber temperature profile, photographs, equipment and calibration list, and if necessary, associated non-conformance reports to the

Government for review and approval. (CDRL A002)

3.7 Test Failures. In the event of any failure, the contractor shall be limited to verifying the respective test setup and photographing test item and test setup. Contractor shall notify the

Government representative before proceeding with testing.

3.8 Period of Performance shall not exceed 6 months.

4.0 DELIVERABLES

4.1 Test Procedure. (CDRL A001)

First Submission – The Shippable Work Order (SWO) shall be submitted for government review and approval at least 15 working days prior to testing.

Subsequent Submission – Comments and questions shall be addressed in the subsequent submission within 7 working days of receipt of comments from the government.

4.2 Technical Report – Test Data Pack. (CDRL A002)

First Submission – The work completed SWO with all inspection and test results, radiographic report, data sheets (including FET data), and voltage/current-time traces shall be submitted to the Government for review and approval within 10 working days after completion of functional testing.

Subsequent Submission – Voltage/current-time raw data in Excel compatible file format, conditioning chamber temperature profile, equipment and calibration list, all photographs, copy of digital or film x-rays and if necessary, associated non-conformance reports shall be submitted to the Government for review and approval within 20 working days after completion of functional testing.
