About this file
This memorandum from the 28th Civil Engineering Squadron at Ellsworth Air Force Base requests authorization for a Brand Name Acquisition of Advanced Thermal Hydronics (ATH) KN Series boilers. The document details why ATH boilers are uniquely suited for the base's environment, highlighting their advantages in windy conditions, with 159 days annually experiencing winds above 25 Knots. The ATH KN Series boilers offer a 25-year non-prorated cast iron heat exchanger warranty, up to 99% efficiency rating, piloted ignition with 5 retries, and the ability to link up to 16 boilers together.
The memorandum compares ATH boilers with two alternative manufacturers (Lochinvar Crest and Fulton Endura), emphasizing ATH's superior features. Notably, 65.53% of boilers at Ellsworth AFB are already ATH KN Series, and the boilers have a 35-year life expectancy. The pricing for a 2MBTU boiler is $30,500.00, with the document arguing that standardizing on one boiler brand will reduce overall costs by minimizing parts supplies, training expenses, and maintenance downtime. The recommendation is to proceed with a brand name acquisition for ATH KN Series boilers, citing their unique capabilities in the base's challenging wind environment.

ELLSWORTH AIR FORCE BASE SOUTH DAKOTA
MEMORANDUM FOR: 28 CONS
4 Jan. 2021
FROM: 28 CES/CEOIH
SUBJECT: Brand Name Acquisition of Advanced Thermal Hydronics (ATH) Boilers
1. We ask that you review the attached request to authorize Ellsworth AFB (EAFB) to be authorized “Brand Name Acquisition” for Advanced Thermal Hydronics (ATH) KN- Series boilers. ATH boilers utilize a piloted ignition which is especially important in windy locations like EAFB, and use direct spark ignition which will locks the boiler out after only one attempt for ignition. ATH boilers will retry for ignition up to 5 times and will spark for 10 full seconds versus 1 try and lockout along with only 4 seconds of spark for ignition. The additional retries for ignition are a necessity in western South Dakota where the winds are extreme. We start to experience wind related boiler issues when the winds exceed 25 Knots on EAFB. According data via the Lead Weather forecaster with 28 OSS at EAFB, we experience 159 days a year with winds above 25 Knots and 9.4 days above 50 Knots. Additionally our windy months last for about 8.9 months starting in September and lasting into May which coincides with our heating months of the year.
2. ATH KN Series boilers are one of the most efficient on the market which can be as much as 99% efficient and is the only manufacture in the world of a cast iron heat exchanger used in their KN Series condensing boilers, other manufactures utilize cheaper thinner materials such as stainless steel and aluminum to manufacture their heat exchangers. We have completed extensive market research on the different condensing boilers on the market. Along with ATH KN Series we have listed two other comparable boiler manufactures, their specifications and heat exchanger warranties:
• ATH KN Series (Distributor: SVL Co. Minneapolis MN) o 25 year non-prorated cast iron heat exchanger warranty o Up to 99% efficiency rating o Piloted ignition with 5 retries, suitable for windy locations o Heat-Net links multiple boilers together allowing boilers modulate together, no need for 3rd party controls to operate boilers.
o Ability to link up to 16 boilers to operate as one heating plant o Compact footprint allowing boilers to fit in standard door openings o Service friendly design, reducing preventative maintenance costs o Replacement part numbers are listed on the side of the boiler o Free manufacture training (government pays travel costs) o 35 year boiler life expectancy (ASHRAE.org) o 65.53% of the boilers on Ellsworth are already ATH KN Series o Many local contractors have installed ATH boilers on EAFB
KN-20 Boiler (2MBTU) Quote $30,500.00
• Lochinvar Crest Boilers (Distributor: Mulcahy Co. Eagan MN) o 10 year prorated stainless steel heat exchanger warranty o Up to 96.2% efficiency rating o Direct spark ignition with only one retry, not suitable for windy locations o No parts listing on the boiler; Lochinvar replacement part numbers continually change making it difficult to obtain the correct parts ordered o 25 year boiler life expectancy (ASHRAE.org)
Crest Boiler (2MBTU) Email Quote $31,687.00
• Fulton Endura Boilers (Distributor: Ryan Co. St. Louis Park MN) o 10 year non-prorated stainless steel heat exchanger warranty o Lead lag for up to 8 boilers (cannot modulate together) o Smallest boiler is 750,000 MBTU, Ellsworth has many smaller facilities that require 2K-6K MBTU sized boilers.
o Up to 99% efficiently rating o Direct spark ignition with only one retry, not suitable for windy locations o No parts listing on boiler.
o 25 year boiler life expectancy (ASHRAE.org)
Endura Boiler (2MBTU) Verbal Quote $29,401.00
3. ATH offers a substantially higher quality boiler with a much longer lifecycle, cast iron heat exchanger with a 25 year non-prorated warranty, suitable for windy locations and Ellsworth AFB already has 154 ATH KN Series boilers out of 235, or 65.53%. Having only one brand of boiler considerably lowers overall costs by reducing parts supplies, training costs, reduced down time due repairs and much better reliability. Recently we acquired brand name acquisition for Carrier chillers on Ellsworth AFB, this would be a very similar acquisition process for the HVAC heating boilers. Additionally, ATH boilers can be purchased from a wide range of HVAC contractors throughout the United States.
4. We will continue to make every effort to find more than one product or source that will meet our minimum requirements, but currently there are no other manufactures of condensing boilers that provide a cast iron heat exchanger, 35 year lifecycle, 25 year non-prorated heat exchanger warranty and piloted ignition. Your consideration in this matter is greatly appreciated. For any questions or concerns, please contact Mr. Erik Haakedahl at extension 385-2686.
