Performance Work Statement

Boiler

Inspection/Boiler Safety Valve Calibrations

Central Heat Power Plant & HVAC Shop

Eielson Air Force Base August 2022 – August 2023

Description of Requirement

1.0 BACKGROUND/GENERAL SCOPE

1.1 Eielson AFB (EAFB) operates (14) pressurized vessels and (14) non-pressurized vessels that maintain base facilities at a comfortable temperature for Air Force personnel to focus on the essential mission. These vessels can operate at a temperature of 650 degrees.

1.2 The contractor shall provide all personnel, labor, equipment, supervision and tools necessary to comply with EPA, OSHA, ADEC (Alaska Department of Environmental Conservation) and Air Force Manual 32-1068.

1.3 The contractor will be responsible to provide all labor, supervision, travel, equipment and material to perform up to fourteen (14) National Board BA Inspections during August and up to fourteen (14) National Board BC Boiler Inspections during February located at the Eielson AFB, Alaska. These two separate inspections are per Air Force Manual 32-1068 A2.2.

1.4 The contractor will be responsible to provide all labor, supervision, travel, equipment and material to perform up to thirty-four steam safety valve calibrations/certifications (34) during August and up to thirty-four steam safety valve calibrations/certifications (34) during February located at the Eielson AFB, Alaska.

2.0 LOCATION

2.1 EAFB is located approximately 26 miles southeast of Fairbanks, Alaska. The HVAC shop is Building 2350. This facility is accessible from Central Avenue and is contained within the secured portion of the base.

3.0 GENERAL INFORMATION

3.1 Contractor shall supply names of customer service representatives available at all times.

Contractor must be available August 21, 2022 through September 1, 2022 for questions or updates of the inspection.

3.2 Contractor shall have dedicated delivery truck(s) and specialist(s) that support requested deliveries in June, July, August, 2022 when COR/CO issues re-supply request. The contractor must have the necessary support equipment to include appropriate work procedures for potentially low oxygen space if entering the vessel, required training for carbon replacement, and the appropriate Personal Protective Equipment (PPE), drinking water compliant air compressor (100 cfm min.), air hose(s), drinking water compliant booster pump, and drinking water compliant water hose(s) necessary for slurry unloading and loading carbon vessels.

5.0 GRANULAR ACTIVATED CARBON PRODUCTS

6.0 SUPPLEMENTAL INFORMATION

6.1 Base Notification - The Contractor shall contact one of the representatives identified above no later than 72 hours before starting site operations so base access can be obtained.

6.2 Site Visit - The contractor shall become thoroughly familiar with all details of the process to ensure proper process for the boilers’ inspection. The contractor will advise the contracting officer of any discrepancies before performing any work.

6.3 Protection of Government Property and Personnel - The contractor shall protect

Government and non-Government property and personnel on-base from inconvenience, damage, or injury of any nature.

6.3.1 The contractor shall accomplish the work in accordance with applicable Base Safety and

Fire Prevention regulations, Air Force regulations, and such other measures as deemed applicable.

6.3.2 Damages of any nature caused by this work shall be repaired or damaged property replaced at no expense to the Government.

6.3.3 If the contractor does not satisfactorily repair or replace the damaged property, the

Government reserves the right to make the necessary corrections.

6.3.4 The contractor shall reimburse the Government for consequential damages and for all

6.4 The contractor is responsible for the storage and safekeeping of all material to be used in the completion of work.

6.5 The contractor shall keep the work area clean of all debris. The contractor shall keep storage areas clean and orderly. The contractor shall dispose of all wastes and not allow them to accumulate.

6.6 The contractor shall comply with base regulations regarding Hazardous Materials

(HAZMAT) for all issues of hazardous material, and ensure procedures meet all applicable policies, publications, and protocols in this contract. Provide Bio-environmental engineer service with a Safety Data Sheet (SDS) on all first time purchase of hazardous items obtained through local sources of supply and obtain approval prior to purchase.

6.7 The Government will provide emergency medical treatment and emergency patient transportation service for contractor personnel who are injured or become critically ill while at Eielson AFB. Treated personnel will be responsible for reimbursing the government for the cost of medical treatment and patient transportation at the current inpatient or outpatient treatment rate.

6.8 Services performed will be coordinated with the Government.

6.9 The contractor shall ensure each employee obtains pass and identification items as applicable for contractor personnel and contractor-owned vehicles.

6.10 The contractor will maintain a current list of employees. The list will include employee names along with information required in the REAL ID. This list is required to be provided to the contracting officer and t h e servicing security forces organization, to include updated copies for any changes during the duration of the contract.
