About this file
This Statement of Work (SOW) details a boiler combustion analysis and tuning project for the James H. Quillen VA Medical Center in Mountain Home, TN. The scope of work requires a contractor to perform comprehensive combustion testing and optimization on three Nebraska D-Type Watertube Boilers, each rated at 25,000 lb/hr steam capacity and controlled by AutoFlame Mk8 MM 8.12 controllers. The contractor must verify fuel pressures, conduct flue gas analysis, optimize air-fuel combustion curves, and provide detailed reports for both natural gas and No. 2 fuel oil operations across firing ranges from 10% to 100% in 10% increments.
Contractor requirements include a minimum of 5 years of experience in combustion tuning for high-pressure steam boilers, 3 years of experience with AutoFlame Mk8 MM controllers, and proficiency with flue gas analysis equipment. The project mandates comprehensive testing parameters, including measuring O2, CO, CO2, NOx, NO, NO2 levels, excess air, stack temperature, efficiency, and valve/damper positions. Additional performance criteria specify no visible smoke, stable flames without pulsations, and flames that do not impinge on refractory. The boilers use Todd Products burners for natural gas and fuel oil operation, with specific serial numbers and National Board registration details provided.

STATEMENT OF WORK
Boiler Combustion Analysis and Tuning
James H. Quillen VA Medical Center Mountain Home, TN
1. General
The boiler house at the James H. Quillen VA Medical Center in Mountain Home, TN consists of three Nebraska D-Type Watertube Boilers rated at 25,000 lb/hr steam generating capacity and operated at 105 psig. All three boilers are controlled by AutoFlame Mk8 MM 8.12 controllers. Both natural gas and No. 2 fuel oil are used for the operation of the boilers.
2. Scope of Work
The contractor shall provide all labor, materials, tools, equipment and transportation to complete the following:
a) Verify natural gas pressure is sufficient for testing throughout the firing range.
b) Verify fuel oil pressure is sufficient for testing throughout the firing range.
c) Provide flue gas combustion analyzer to test byproducts of combustion.
d) Verify the baseline combustion emissions, for each boiler, throughout the firing range from 10% to 100%, in 10% increments, for both Natural Gas and No. 2 Fuel Oil.
e) Optimize the air-fuel combustion curves, for each boiler, in the AutoFlame Mk8 Controllers throughout the firing range from 10% to 100%, 10% increments, for both Natural Gas and No. 2 Fuel Oil.
f) Provide flue gas analysis reports, for each boiler, at each firing rate (10% to 100%) from the combustion tuning, for both Natural Gas and No. 2 Fuel Oil, recording the following, at a minimum:
a. O2 levels
b. CO levels
c. CO2 levels
d. NOx levels
e. NO levels
f. NO2 levels
g. Excess Air
h. Stack Temperature
i. Efficiency
j. Gas Valve Position
k. Air Damper Position
g) Excess air should be tuned for optimum efficiency.
h) No visible smoke should be present under all operating conditions with either fuel source.
i) Flames shall be stable, with no pulsations, under all operating conditions with both fuel sources.
j) Flames shall not impinge on the refractory.
3. Contractor Requirements
The following is required for the successful completion of the aforementioned scope of work:
a) The contractor must have at least 5 years of experience completing combustion tuning for high pressure steam boilers that operate on natural gas and fuel oil.
b) The contractor shall have at least 3 years of experience completing combustion tuning with AutoFlame Mk8 MM controllers.
c) The contractor is required to supply all necessary test equipment to complete the combustion tuning and analysis, i.e. flue gas analyzer, and have a minimum of 5 years’ experience operating the test equipment.
d) The contractor’s test equipment shall be calibrated within the last year.
