Spalding County seeks qualified companies to lease, staff, and operate these facilities for a two-year term from July 1, 2026, through June 30, 2028. The successful bidder will be responsible for all labor, fee collection, equipment maintenance, and proper removal and disposal of collected trash and materials. Each collection center must operate a minimum of three days per week for at least eight hours per day, with Saturday required as one of the operating days; however, the County will give preference to bidders proposing extended hours and more frequent operations. The five collection centers are located at Akin (841 South McDonough Road), Blalock (5756 Newnan Road), Cabin (3865 Jackson Road), Carver (610 Carver Road), and Woodroof (4245 Old Atlanta Road) in Griffin, Georgia. A mandatory pre-bid meeting and facility tour is scheduled for Tuesday, February 17, 2026, at 10:00 a.m. Questions regarding the RFP must be submitted in writing by 5:00 p.m. ET on Friday, February 20, 2026, with responses provided by 5:00 p.m. ET on Monday, February 23, 2026. Sealed proposals containing one original and four copies must be received by Tuesday, March 3, 2026, at 2:00 p.m. ET, and the selection of the respondent is scheduled for Monday, April 6, 2026, at 6:00 p.m. ET.

Proposers must submit a comprehensive bid package that includes a company profile demonstrating relevant experience in solid waste collection and disposal, team composition with key personnel qualifications, and a detailed operational approach. The bid pricing must include specific cost components: monthly land lease payments per collection center, per-visit fee structures for household trash, bulky materials, metals, yard debris, and recyclable materials, identification of additional items proposed for collection, proof of E-Verify compliance, and proof of required insurance coverage with minimum amounts of $1,000,000 for general liability, workers' compensation, and vehicle liability, naming Spalding County as an additional insured. The bidder may establish collection fees without County interference, though the fee schedule submitted with the bid must remain unchanged for at least the first 12 months of the contract. Spalding County will retain ownership of all existing equipment and buildings at each center, which the operator must maintain according to an agreed-upon preventive maintenance schedule. The evaluation of proposals will be weighted as follows: experience with solid waste collection and hauling (20%), amount of land lease fees (25%), value of the fee schedule (25%), available operational hours (10%), variety of items to be collected (5%), and overall suitability and fit with County needs (15%).
