About this file

This is a Brand Name Justification form for a simplified acquisition submitted by 1 SOCONS (Contracting Activity) for purchase request F2F3236096A001. The contracting officer seeks to procure a Bobcat Brand Compact Track Loader with an estimated contract cost of $95,000. The equipment will be used to repair storm-water conveyances base-wide under a Florida State Environmental M4 Permit and for cleanup operations following hurricanes and natural disasters.

The justification establishes that Bobcat is the only reasonably available brand due to existing fleet compatibility and operational considerations at Hurlburt Field. The field currently maintains 22 trained and licensed personnel operating Bobcat equipment and possesses 19 attachments valued at $148K that are compatible only with Bobcat loaders. Selecting an alternate manufacturer would necessitate new attachments, additional operator training, a new maintenance agreement and preventive maintenance inspections, and further delay repairs already 18 months behind schedule. No competitive sources were researched because the facility already operates JLG models and requiring a different manufacturer would compound training and compliance burdens. The document was signed by David L. Willis, DAF WS-13 (Requiring Activity) on 04/30/2026 and by SrA Ivan Palacios, USAF (Contracting Officer) on 04/30/2026, with approval granted under FAR 13.106-1(b)(1)(SAP).

Justification: The purchase of the requested brand Bobcat will fall in line with Bobcat track loader inventory currently at Hurlburt Field, AFB There are 22 members trained and licensed on the Bobcat brand which all have the same operating features. There are also currently 19 attachments valued at $148K that only work with the Bobcat loader equipment. Purchasing a substitute will prompt the purchase of new attachments. By selecting an alternate sub, it will further delay repairs and maintenance that is already 18 months behind schedule.
Efforts to obtain: No other source was researched due to Hurlburt Field already using JLG models. The use of another manufacturer will require additional training and a new BPA for maintenance and yearly inspections.
Steps to preculde: The Hurlburt Field AFB Structures shop utilizes the JLG brand which is used across the Air Force. Trained individuals will not be required to be trained on other brands in a deployed locations.
