About this file

This is a Statement of Work (SOW) for dockage services for the NOAA Research Vessel Gannet R5202, a ~52-foot research vessel owned by Gray's Reef National Marine Sanctuary (GRNMS).

The contractor must provide 100 feet of dock space for in-water storage of the Gannet and its skiff, along with an adjacent loading and unloading area. The facility must be located within 15 miles driving distance from the GRNMS office in Savannah, Georgia to support on-water research operations. Core services include providing fresh water (cost included in monthly fee), 50-amp electrical service with separate metering and monthly invoicing, and dock maintenance including necessary repairs. The slip fee is invoiced and payable monthly via IPP (Intra-Governmental Payment and Collection). Electrical usage will be separately metered and invoiced monthly alongside the slip fee. The contractor reserves the right to assess additional charges if NOAA's fresh water usage exceeds reasonable levels. NOAA maintains full responsibility for vessel security, protection, and all damage caused by the vessel or its equipment. The contractor may not enter NOAA vessels without express permission and may not adjust vessel lines or configuration unless directed by NOAA. NOAA is responsible for keeping the dock clear of obstructions, securing utility connections and dock boxes, preventing environmental contamination, and obtaining prior written consent before modifying any dock facilities. The period of performance is 12 months, from September 16, 2026 through September 15, 2027. The technical point of contact is LTJG Christina Starsinic at (912) 657-0526 or Christina.Starsinic@noaa.gov.

A.5] The contracted facility grants NOAA the right to occupy and use, for or in connection with the berthing of R/V Gannet and its skiff (but no other maritime vessel) subject to the terms of this contract,

(a) the Designated Boat Slip (including slip fendering),

(b) the dock appurtenant to such Designated Boat Slip, to the extent reasonably required to provide access from the land to NOAA’s boats, and

(c) the dock box, if any, that is appurtenant to such Designated Boat Slip. The contracted facility also hereby grants NOAA the right to use, on a non-exclusive and non-guaranteed basis, the parking area at the Dock to the Designated Boat Slip.

A.6] The slip fee shall be invoiced and payable on a monthly basis. The Fee shall be paid via IPP

A.7] NOAA shall maintain R/V Gannet and its skiff and the Designated Boat Slip (including any dock box and any appurtenant utility connections) in a safe and clean condition, including the following:

1) NOAA shall keep the Dock free and clear of obstructions that could pose any danger to others using the Dock.

2) NOAA shall secure and safely route all utility hoses and cables so as not to pose any hazard across any area of the Dock or along any fender.

3) NOAA shall secure the dock box, if any, at the Designated Boat Slip so that it does not blow open during high winds, and shall be solely responsible for any damage caused by an improperly secured dock box.

4) NOAA shall not discharge or otherwise dispose of sewage, trash, fuel oil, or any other contaminant in or on the Dock property, or into the water surrounding the Dock property, except in a manner and at a time expressly approved by the contracted facility.

5) NOAA shall promptly, at its sole cost and expense, cause to be repaired in a good and workmanlike manner any damage caused by NOAA to the Designated Boat Slip, or the appurtenances thereto (including any dock box), or to the Dock.

6) NOAA shall not modify or alter any portion of the Designated Boat Slip or any of the Dock or facilities appurtenant to the Designated Boat Slip without the prior written consent of the contracted facility, which consent may be withheld or denied in contracted facility’s sole discretion.

A.7] The contracted facility must be within in 15 miles driving distance from the GRNMS office facility in order to maximize time and efficiency of on-water research operations.

The contracted facility shall provide fresh water and the cost thereof is included in the Fee. The contracted facility reserves the right to assess additional charges in the event NOAA’s fresh water exceeds reasonable levels of usage. The contracted facility shall provide 50-amp electrical service and shall separately meter NOAA’s electrical usage and invoice for payment on a monthly basis along with the slip fee.

A.8] NOAA will provide its own security for property at the contracted facility’s dock and no personnel from the contracted facility shall enter NOAA’s research vessels without express permission from NOAA.
