| BEST VALUE TRADEOFF - EVALUATION CRITERIA |
| NOTES FOR THE CONTRACTING PROFESSIONAL *Delete this section prior to release of RFOP* |
This tab is a worksheet and a reference guide. It is ONLY applicable if the evaluation methodology on the "RFOP" tab is specified as Best Value Tradeoff. If evaluation is based on Price-Only, delete this 'Tradeoff Factors & Ratings' sheet from your RFOP.
Section 1 of this tab provides the official definitions for ratings. This language is standard and should not be altered.
Section 2 of this tab is a WORKSHEET to help you structure your evaluation factors. Use this to plan your strategy, which must then be formally documented in your separate "Tradeoff Evaluation Plan Addendum" MFR.
The final, polished evaluation criteria (developed using this worksheet and approved in your MFR) must be copied into the "Evaluation Methodology & Criteria" section on the main RFOP.
SECTION 1: ADJECTIVAL RATING AND RISK DEFINITIONS
(This section provides the standard definitions that will be used by the evaluation team.)
| Rating | Description | Risk |
| Outstanding | Proposal indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. | Very Low |
| Good | Proposal indicates a thorough approach and understanding of the requirements. Strengths outweigh any weaknesses. | Low |
| Acceptable | Proposal indicates an adequate approach and understanding of the requirements. It meets requirements, and strengths and weaknesses are offsetting or do not significantly impact contract performance. | Moderate |
| Marginal | Proposal has not demonstrated an adequate approach and understanding of the requirements. Weaknesses outweigh any strengths, which increases the risk of unsuccessful performance. | High |
| Unacceptable | Proposal fails to meet requirements and contains one or more deficiencies. It is unawardable. | Unacceptable |
| SECTION 2: DETAILED NON-PRICE EVALUATION FACTORS |
(Use the placeholders below to build your evaluation factors. Once finalized and approved in your Tradeoff Evaluation Plan Addendum, copy the polished text into the "Evaluation Methodology & Criteria" section on the main RFOP tab.)
Relative Importance of Factor Choose one of the following statements to describe the relationship between the price and non-price factors. This statement is legally required for a tradeoff evaluation.
"All non-price factors, when combined, are significantly more important than price."
"All non-price factors, when combined, are approximately equal in importance to price."
"All non-price factors, when combined, are slightly more important than price."
If you have more than one non-price factor, choose one of these statements to describe their relationship.
"Among the non-price factors, Factor 1 is more important than Factor 2."
"Among the non-price factors, all are of equal importance."
| Non-Price Factors and Subfactors (Examples): | Factor 1: | [Insert Technical Factor Name, e.g., Technical Approach or Manufacturing Plan] | [Describe what will be evaluated. This description should be copied into the RFOP. Example: "The Government will evaluate the offeror's proposed approach for its clarity, feasibility, and overall quality in meeting the requirements of the Statement of Work and/or Technical Data Package."] |
| Factor 2 (Optional): | [Insert Second Factor Name, e.g., Past Performance] | [Describe what will be evaluated. Example: "The Government will evaluate the recency, relevancy, and quality of the offeror's past performance on contracts for similar items. Relevant performance is defined as work similar in scope and complexity to this requirement. The evaluation will primarily use information from CPARS and other sources available to the Government."] | |
| Factor 3 (Optional): | [Insert Third Factor Name, e.g., Proposed Delivery Schedule] | [Describe what will be evaluated. Example: "The Government will evaluate the offeror's proposed delivery schedule for its realism and benefit to the Government. The Government’s objective is delivery within [XX] days ARO. Proposed schedules that are significantly earlier than the objective may be considered a strength."] |

Disposition of the change (approval/disapproval) will follow acceptance of the CDRL at the Government’s sole discretion. Incorporation of an approved RFV or ECP will require execution of a contract modification.
g. The Contractor should direct questions regarding the status of an ECP or RFV to the Procuring Contracting Officer (PCO) and copy the Administrative Contracting Officer (ACO).

Special markings include, but are not limited to, Shelf-life markings, structural markings, and transportation special handling markings. The marking of pilferable and sensitive materiel will not identify the nature of the materiel. Passive RFID tagging is required in all contracts that contain DFARS clause 252.211-7006. Contractors must check the solicitation and/or contract for this clause. For details and most recent information, see http://www.acq.osd.mil/log/sci/ait.html for the current DoD Suppliers’ Passive RFID Information Guide and Supplier Implementation Plan. If the item has Unique Item Identifier (UII) markings then the concatenated UII needs to be 2D bar coded and applied on the unit package, intermediate and exterior containers, and the palletized unit load.

The quality mark shall be placed on both ends of the outer packaging, between the end cleats or end battens; on two sides of the pallet. Foreign manufacturers shall have the heat treatment of non-manufactured wood products verified in accordance with their National Plant Protection Organization’s compliance program. In addition, wood used as dunnage for blocking and bracing, to include ISO containers, shall be ordered with ALSC certified marking for dunnage or the markings may be applied locally at two foot intervals.
E. This SPI has been validated and the method of preservation/packing has proven successful in meeting the needs of the military distribution system, including indeterminate storage and shipment throughout the world. Special instructions and/or tailoring of the SPI is detailed in the Supplemental Instructions below. A prototype package is required to validate the sizes and fit requirements of the SPI. Minor dimensional and size changes are acceptable provided contractor provides the PCO and ACO with notification 60 days prior to delivery. Any design changes or changes in the method of preservation that provide a cost savings without degrading the method of preservation or packing or affecting the serviceability of the item will be considered and responded to within 10 days of submission to PCO and ACO. Government reserves the right to require testing to validate alternate industrial preservation methods, materials, alternate blocking, bracing, cushioning, and packing.

c. All pieces of the complete First Article shall be considered as destructively tested items unless specifically exempted by other provisions of this contract.
d. The Contractor shall not reuse any components from items used in a destructive test during First Article, lot acceptance or in-process testing, unless specifically authorized by the Contracting Officer. e.
