About this file
This document is a Justification for Other than Full & Open Competition (JOFOC) for the Department of Energy's Office of Indian Energy Policy and Programs. The agency intends to contract with Boardroom, LLC to provide satellite office space for two federal employees in Anchorage, Alaska, in support of the Presidential Memorandum on Return to In-Person Work (RTO). The contract is valued at $17,640.00 for a 12-month period.
The procurement team conducted market research through the General Services Administration (GSA) Coworking office space Indefinite Delivery Indefinite Quantity (IDIQ) program, evaluating four vendors. However, they determined that Boardroom LLC is the only suitable provider due to its strategic location in midtown Anchorage, proximity to an "energy cluster" of businesses and organizations, and existing relationships with other DOE offices such as the DOE Office of Science and NREL's Alaska Campus. The justification cites 41 U.S.C. 253 [c] [1] as the statutory authority for sole-source procurement, noting that Boardroom is the only responsible source that can satisfy the agency's specific requirements.

Justification for Other than Full & Open Competition Headquarters Procurement Services/MA-642.1
Requiring Organization: The Office of Indian Energy Policy and Programs
1. Identification of Agency/Contracting Activity.
The Office of Indian Energy Policy and Programs (IE), Headquarters U.S. Department of Energy plans to contract with Boardroom, LLC by means of other than full and open competition. Headquarters Procurement Services (MA-642.1) will execute the action.
2. Nature and/or Description of the Action Being Approved.
This award will provide satellite office space for two Federal DOE Employees located in Alaska.
3. Description of Supplies/Services to be Acquired.
IE requires satellite office space for use by two Alaska-based staff members in support of the Presidential Memorandum, Return to In-Person Work (RTO). To ensure meeting memorandum mandate as soon as practicable, the IE intends to rent coworking space for staff in Anchorage, Alaska.
4. Statutory Authority for Other than Full & Open Competition.
In accordance with Competition in Contracting Act, 41 U.S.C. 253 [c] [1], as implemented by FAR 6.302-1, Other than Full & Open Competition is authorized when there is only one responsible source, and no other supplies and services will satisfy agency requirements.
5. Unique Qualifications of the Proposed Contractor.
The Boardroom LLC is the only company that provides satellite office space within the geographic location to support (IE) spacing needs.
6. Efforts to Maximize Competition.
The Procurement team reached out to General Services Administration (GSA) to maximize competition. GSA has a coworking program that is utilized by Government Agencies to tap into the private sector’s business model for working in commercial settings to meet on-demand short-term space needs. These workspaces, termed coworking spaces, can provide the government with access to these spaces for: emergencies, hiring surges, swing spacing and pilot programs. The space also provides flexible, move-in-ready, no requirements to design, lease or build out for secure spaces. With GSA’s assistance, Federal Agencies are able to share amenities, space and services while Agencies work alongside the private sector to make the most effective use of turnkey vacant federal or vacant leased space . At this time under the GSA Coworking office space Indefinite Delivery Indefinite Quantity (IDIQ) the following vendors were available:
DeskPass Corporation LiquidSpace, Inc.

Requiring Organization: The Office of Indian Energy
7. Anticipated Dollar Value of the Proposed Acquisition.
The cost is estimated to be $17,640.00 and will be for only 12 months as alignment with the terms and conditions of the GSA IDIQ.
8. Market Research.
In conjunction with Part 6- Efforts to Maximize Competition, the Procurement team was notified by GSA that of the four vendors, two were not within the geographical location and the other two are aggregators (meaning they subcontract with other coworking locations), essentially being less cost effective and ultimately cost more for the spacing needs. Per the response from GSA, this requirement could not be supported at this time.
9. Other Facts Supporting Use of Other than Full & Open Competition.
The Boardroom is strategically located in midtown Anchorage and hosts an “energy cluster” of businesses, nonprofits, academic staff that would benefit IE in fostering relationships in the region to help implement Alaska focused initiatives, outreach, networking, and maintaining visibility and accessibility to meet our mission. More importantly, other DOE offices, such as the DOE Office of Science, already have staff renting space at this location as well as NREL’s Alaska Campus staff, with whom IE staff have a close working relationship.
10. Other Sources Expressing Written Interest in the Requirement.
None.
11. Potential Actions by the Agency to Remove/Overcome Barriers to Competition.
IE will continue to pursue market research for all future proposed acquisitions.
