GENERAL ITEMS

Questions Submitted and Answers Provided

Question 1 - Item I. Introduction states: “The minimum acceptable registered professional compliment of the prime firm is two licensed/registered Architects and one each of Civil, Structural, Mechanical, and Electrical Engineers.” Does this statement require:

a. The project team, including sub-consultants, assembled by the Prime Firm to include, at a minimum, these registered professionals, or b. These registered professionals to be employed directly by the Prime Firm.

Answer 1 - The listed and registered professionals do not have to be directly employed by the Prime Firm, but the Prime Firm must have consistent/continual access to each of the licensed professionals. Partnering with the Prime Firm will be acceptable and joint ventures will not be required as stated in the RFP Documents.

Question 2 - Part VI.A.1. – Firm in Good Standing. The Iowa Professional Licensing Bureau, and its subordinate entities including the Iowa Architectural Examining Board and the Iowa Engineering and Land Surveying Examining Board do not license or certify architecture or engineering firms. This is a practice that some other state licensing boards undertake, but not Iowa. Depending on the form of business a firm operates under, the firm may be required to register with the Iowa Secretary of State. As

Would it be sufficient to offer a written statement that our firm has not been investigated, charged, or disciplined by a governing or licensing body, or by a state or federal agency for the previous three years? (We only picked three as that was the minimum requirement for a firm to be in business under the “Years in Business” section of this requirement.) Including this statement in Section H of the document would allow it to be covered by the Section I signature.

Answer 2 - Given that there is not parent organization that may establish a rating for Engineers it has been determined that providing a statement that the firm is not currently or in the past been investigated, charged, or disciplined by a governing or licensing body, or by a state or federal agency for the previous three year. Additionally, an evaluation rating by the Better Business Bureau (BBB) may be provided to show good standing.

Question 3 - Criterion 1 notes that projects submitted here must be completed. We have a multi-phase project under which one phase has been completed. The area is a completed renovation, stand-alone, and not related to or dependent upon other phases of this task order. We would like to submit this as one of our projects. Please verify this is acceptable.

Answer 3 - It has been determined that phased projects that are not complete in their entirety will not be accepted.

APPLICABLE TO THE RFP DOCUMENTS

Item #1 - Joint ventures are no longer a requirement in this RFP and all references to joint ventures in the RFP document or RFP Appendices may be disregarded, with the exception of clause 14 and 52 of RFP Appendix A. Ames Laboratory will require that Prime Firms have consistent/continual access to each of the licensed professionals an any time. Partnering with the Prime Firm will be acceptable as needed.

Joint ventures are still allowed should a Prime Firm choose.
