MEMORANDUM FOR ALL ELIGIBLE CONTRACTORS

SUBJECT: Request for Quote (RFQ) – Basic Ordering Agreement (BOA) for Software DevSecOps Services Onboarding, FA8307-20-R-0112

Notice to Offerors: The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse an Offeror for any costs.

1. This RFQ is being issued in accordance with (IAW) FAR 16 and under NAICS 541511 (size standard $30M). The Government anticipates executing up to 25 BOAs to a mix of large and small businesses. The Government reserves the right to execute one (1) or more small business, small business team or joint venture if qualified and eligible for a BOA. If the Government chooses to exercise this right and two or more small businesses/teams/joint ventures are determined qualified and eligible for a BOA, the Government will consider small disadvantaged business status in its selection for a BOA. This effort shall be completed in accordance with the attached Statement of Objectives (SOO), dated 29 June 2020. The ordering period for this BOA is from date of award through 14 January 2025. The performance period for all orders placed under this BOA shall not exceed five (5) years from the completion of the ordering period.

2. Your company is invited to submit a quote for this effort. Please note that some orders placed under this BOA will require contractor access to proscribed information, i.e., Top Secret, Sensitive Compartmented Information, Special Access Program, Communication Security, and Restricted Data. As a result, any prospective Offeror that has foreign ownership, control or influence (FOCI) as defined in National Industrial Security Program Operating Manual, Chapter 2, Section 3, will need to make that known to the Government Contracting Officer with the submission of its quote.

In addition, to be found responsible and eligible for a BOA by the Government Contracting Officer, that prospective Offeror will also need to provide proof it has put in place security measures to negate or mitigate FOCI. The Government will verify this status during evaluations.

3. Questions regarding this RFQ shall be submitted on the template provided (Attachment 6) to the points of contact listed in paragraph 4 no later than 21 July 2020 at 12:00 PM CDT. Once the Government provides responses to questions, Offerors will be afforded an opportunity for verbal interchanges via an Ask Me Anything (AMA) session to clarify responses provided. Questions with the Government’s responses will be provided via beta.SAM.gov. Please be advised that the Government reserves the right to transmit questions and answers of a common interest to all prospective Offerors.

4. Offerors shall submit one (1) electronic copy of their quote via email on or before the RFQ closing date of 10 August 2020, 12:00 PM CDT to Ms. Ebonie Charles at ebonie.charles@us.af.mil, Ms. Dawn Davenport at dawn.davenport@us.af.mil and the
