About this file

This is a Sole Source/Single Source Justification document submitted by Florida Southwestern College's Facilities Management Department on July 14, 2026, requesting approval to procure solar powered picnic tables from Enerfusion without competitive bidding. The college seeks to purchase solar powered picnic tables featuring full aluminum construction, integrated canopies, vendor installation, direct manufacturer warranty, Florida hurricane-rated construction, and customization with college colors and logos. The requestor, Mat Mason, VP of Facilities Planning and Management, indicates this is expected to be a recurring purchase rather than a one-time acquisition. The primary purpose is to provide students with reliable outdoor charging ports for laptops and electronic devices used for academic purposes, eliminating safety hazards associated with extension cords and outdoor outlet usage.

The unit price for each solar powered picnic table is $14,600. The justification emphasizes that competing products manufactured from powder-coated steel are unsuitable due to corrosion concerns in Florida's climate and the absence of alternative systems offering all required specifications. Enerfusion, located at 1601 Hults Drive, Eaton Rapids, Michigan, is identified as the sole provider meeting the college's comprehensive requirements. The document indicates that a list of competitors and resources contacted is attached, though specific vendor alternatives are not detailed in the primary justification. The procurement request received approval from Rick Pence, Director of Procurement, and was electronically signed by Mathew Mason on July 14, 2026, at 11:15:37 EDT.

Competing products are made from powder coated steel which will corrode in the Florida climate. No other system has all the specifications the college required above.

How would your program/department be affected if the goods/services were to be procured elsewhere?

Yes, student needs would not be satisfied.

How would your program/department be affected if this supplier did not sell this product/service? What would you do to fulfill the requirement?

The college has been searching for full aluminum, hurricane rated outdoor picnic tables with integrated solar powered plugs for students to access reliable charging ports for laptops and other electronic devices used for academic purposes. Without these tables, we have students running extension cords from outdoor outlets creating a trip hazard or sitting on the ground next to an outlet.
