About this file
This document is a Brand Name Justification for Simplified Acquisitions for the Naval Surface Warfare Center, Philadelphia Division (NSWCPD). The procurement is for 6000ft of HELUKABEL JZ-500 36G1 mm² control and connection cable, priced at $30,458.00, to support internal wiring requirements for the FFG-62 Land-Based Engineering Site (LBES) Machinery Control System and SimStim platform. After conducting a comprehensive market survey reviewing multiple cable manufacturers, NSWCPD determined that the HELUKABEL cable is the sole commercially available off-the-shelf solution meeting all technical, physical, and environmental specifications, including 36 finely stranded copper conductors, PVC insulation, VDE/EAC/CE certifications, and a temperature range from -15°C to +80°C. The cable will be delivered to NSWCPD NSLC Detachment in Philadelphia and is critical for simulating propulsion system communications, enabling earlier fault detection, and reducing lifecycle sustainment costs.

BRAND NAME JUSTIFICATION
FOR SIMPLIFIED ACQUISITIONS
From: Robert Mancini C/553 To: Code 0223 Acquisition Branch
Subj: HELUKABEL Cable - JZ-500 36G1
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND DELIVERY
REQUIREMENTS
This procurement is for HELUKABEL JZ-500 36 G 1 mm² control and connection cable, which will be utilized to support internal wiring requirements for both the Land-Based Engineering Site (LBES) FFG-62 Machinery Control System (MCS) and the LBES FFG-62 SimStim platform. The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is currently constructing a comprehensive test facility for the FFG-62 propulsion system within Building 77H at the Land- Based Test Facility.
The simulation of communication between propulsion system components and the Engine Control System will play a critical role in the development and validation of control software. This approach is expected to significantly reduce reliance on Hot Plant Testing and contribute to a substantial reduction in lifecycle sustainment costs by enabling earlier fault detection, streamlined integration, and enhanced system reliability.

2. UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION
This procurement directly supports the FFG-62 Land-Based Engineering Site (LBES) program, which has been established to design, test, and qualify critical components for Navy shipboard propulsion systems. The program requires robust and reliable test facilities to certify new designs, validate integrated hardware and software performance, and ensure the operational readiness of prototype and production-level power and propulsion systems for full-scale FFG-62 components and integrated power architectures.
Following a detailed technical evaluation, the HELUKABEL brand JZ-500 cable was identified as the sole commercially available off-the-shelf (COTS) solution that meets all functional, physical, and environmental requirements for this application. It will be deployed for interior Sim/Stim wiring and DAU-to-Sim connections within the FFG 62 LBES testing environment. Its broad applicability across the system architecture enables standardized use throughout the platform, eliminating the need for multiple cable types. This consolidation simplifies procurement, streamlines maintenance, and significantly reduces lifecycle costs compared to alternative cable solutions.
HELUKABEL JZ-500 36 G 1 mm² cable was the only standard, non-custom solution that fully satisfied all specified criteria. This cable features 36 finely stranded copper conductors with a cross-sectional area of 1 mm², includes a green/yellow protective conductor, and is constructed with PVC insulation and sheath rated for a nominal voltage of 300/500 V. It supports a temperature range from −15°C to +80°C in flexible applications and meets flame retardance standards per IEC 60332-1-2. Additionally, it offers oil resistance, cadmium-free construction, and cleanroom qualification, making it suitable for a wide range of industrial environments.
Moreover, selecting a different cable would necessitate a comprehensive and costly redesign of the system to accommodate divergent specifications, resulting in delays and increased engineering overhead. The HELUKABEL JZ-500 cable therefore represents the most technically sound and economically efficient choice for this critical program.
3. MARKET SURVEY
A market survey was conducted by C50 to identify commercially available control cables that match the specific requirements of HELUKABLE’s JZ-500 model. The target specifications include a flexible control cable with 36 conductors of AWG 18 (equivalent to 0.75 mm²), certified under VDE, EAC, and CE standards, and featuring an outer diameter of approximately 17.9 mm. The cable is intended for use in industrial control systems, automation environments, and machinery installations where flexibility and compliance are critical.
Several leading cable manufacturers were reviewed, including Lapp, SAB, Lütze, RR Kabel, and Mueller Group. Lapp’s ÖLFLEX® CLASSIC 110 series offers strong certification coverage and mechanical durability but does not provide a standard model with 36 conductors at AWG 18, and its outer diameter falls short of the required 17.9 mm. SAB’s Flexible-JB 100 series is similarly robust and certified, yet lacks the exact conductor configuration and dimensional match. Lütze’s SUPERFLEX® N series is designed for dynamic applications such as drag chains and offers flame-retardant jackets but does not meet the specified conductor count or diameter. RR Kabel lists a JZ- 500 equivalent, but verification of its certification and dimensional conformity is lacking. Mueller Group’s Silflex-JZ 110 series is positioned as a cross-reference to HELUKABLE’s JZ-500, yet no direct match for a 36-core AWG 18 cable was found.
Based on this analysis, HELUKABLE’s JZ-500 remains the only cable that fully satisfies all the outlined requirements. It offers the exact conductor configuration, holds all necessary certifications (VDE, EAC, CE), and matches the specified outer diameter of 17.9 mm. No other brand surveyed provides a direct equivalent with complete conformity across all technical and regulatory criteria.
