Single Source Justification (Simplified Acquisition)

FOR OFFICIAL USE ONLY

November 2018 FOR OFFICIAL USE ONLY Page 1 of 1

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 18th Contracting Squadrton

Project/Program Name: Epilog Laser Engraver

Purchase Request / Local ID Number: TBD

Estimated Contract Cost (including Options): $61,062.00

Section B: Description of the Supplies/Services Required

Laser etcher with accompanying software, hardware, and filtration system

Section C: Justification for Soliciting from a Single Source or Brand Name

This is a specialized product produced by Epilog that matches our requirements set forth by Bioenvironmental Safety requiring the the platform be no less than 28" x 18" which this item meets with the platform size of 32" x 20" and they provide dual action engraving alleviating the need for additional equipment. Their product is more capable than other comparable units and it has an internal air filtration system that alleviates the need of building a ventilation system within the building structure. In addition, the platform size ensures that we are able to etch all of our tools and parts in a safe way (which is a requirement per AFI 21-101 Para. 8.6.1.1), where as the other machines have platforms that are not big enough to hold items like breaker bars and specific -21 for the aircraft. Though other sources may be available, they are not currently known. Because of this, the contracting officer has determined that this requirement will be treated as a brand name or equal acquisition IAW FAR 6.302-1.

Section D: Efforts to Obtain Competition

Research was conducted on several other laser systems in the supply system, such as Snap-On, however they were more expensive and less capable. The size of the platform is the biggest concern as we have parts and tools that do not fit safely on the platform of the machines in the supply system. This requirement will be solicited as a brand name or equal acquisition.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Continued research and anticipating future needs to the best of our abilities.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
