About this file

This is a Brand Name Justification Format for Simplified Acquisitions document from the Naval Sea Systems Command (NAVSEA) seeking to procure 218 Vertical Stab Adapters (Part Number 25-25563-C) for an Actron breaker replacement project on the LHD8 naval vessel. The procurement is specifically for a bus bar replacement to modernize the 450V switchboard, involving the installation of new circuit breakers and associated control power wiring. The document justifies sole sourcing from DRS as the manufacturer, detailing that their part is the only one meeting precise technical requirements including copper composition, silver plating specifications (ASTM B700), and specific grade and class standards.

The market survey section demonstrates that an alternative vendor (Rittal) cannot meet all the technical specifications, which would require additional engineering support, shock and vibration testing, and potentially new enclosure development - thereby increasing government costs. The material total amount is redacted, with a required delivery date of 30 April 2026. The document includes a detailed comparison table showing DRS meets all specified material requirements (copper, silver plating, grade, class) while the Rittal alternative fails to comply with multiple critical specifications. The procurement is associated with NAVSEA Philadelphia Division and is documented under solicitation number SIMACQ-PD-44-0193.

3. The new part number will require engineering support effort and shock and vibe the switchboard with the new bus bar. There for the switchboard cannot be taken of the ship to perform environmental testing.

4. Bus Bur must be Copper, Block ASTM B187, ATM B152 H00-H04, UNS C11000.

5. Bus Bar must be silver plated with silver per ASTM B700 type 1 Grade A, Class S, .0005 inches minimum thickness.

Rittal Bus Bar does not meet all the requirements required from the above table.

All the requirements were specified by C446 system matter experts also shown in drawing (25- 25563 RevE). Changing the material will require new shock testing to enclosure with new cable, which will require engineering support and new enclosures to test. This will cost the government more money and resources.

3. MARKET SURVEY

Several vendors were contacted via phone and email. Quotes were requested and all the quotes were used for market research. The material must meet the requirements addressed on drawing number 25-25563 RevE. Requirements specified in the drawing detail section of 25-25563 RevE are specified by the switchboard OEM which is DRS. The drawing was designed by DRS and the material was initially manufactured by DRS. Part number 25-25563-C meets all the requirements described oi section 2 of this document.

Rittal Bus Bar is another company that builds Bus Bar. Rittal PN 3580000 is similar to DRS Part number 25-255-63-C. Similar to DRS, the Rital bus baris also made of copper, but it is not Grade A or Class S. Rittal Bus Bar does not meet all the requirements specified on the drawing, therefore this part number cannot be installed in the switchboard. If this Bus Bar were to be used it would likely cause corrosion and lead to bigger issues within the switchboard.
