About this file

This is a Brand Name Justification Format for Simplified Acquisitions submitted by Joe Everly (Code 446) at NSWC Philadelphia Division to the Simplified Acquisition Section.

The procurement is for Manual Control Switchboard cable, Part Number LSMSCU-61, in the quantity of 7,600 feet (91,200 inches), with a total material value of $136,724.00. The cable will support Ship Change Document (SCD) 25501 Manual Control Switchboard installation aboard USS MAKIN ISLAND LHD8 and is required for data transmission between interfacing apparatus. Delivery is scheduled to begin on 11 February 2027, with the point of contact being Joe Everly at NSWC Philadelphia Division, 1601 Langley Ave, Bldg. 542, Philadelphia, PA 19112.

The justification for sole source procurement is based on the cable's specific technical requirements, including shock and vibration testing compliance, an 8-inch bend radius, operating temperature range of -20 to 105 degrees Celsius, 1,000-volt rating, 1.25-inch cable diameter, and adherence to MIL SPEC standards M24643/18 and M24643/33. The cable features multiple stranded bare copper conductors with Silicone Rubber/Glass Braid covering and an LSZH cross-linked Polyolefin jacket. Market research evaluated competing products from American Wire Group (FR-XLPE) and Philatron Wire and Cable (EVE083CS), but both alternatives fail to meet the required Navy MIL SPEC M24643/18 standard. The justification notes that substituting the cable would require new shock testing and engineering support, incurring additional government costs and resources. The document was signed by Joseph D. Everly (Cognizant Requisition Originator, 12 May 2026), Brendan O. McCoy (1st Level Supervisor, 14 May 2026), and Jillian Randazzo (Contracting Officer, 18 May 2026).

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED

VALUE, AND DELIVERY REQUIREMENTS

This requirement is for the purchase of Manual Control Switchboard cable Part number LSMSCU-61 to support with Ship Change Document (SCD) 25501 Manual Control switchboard Installation on Board of USS MAKIN ISLAND LHD8. The cable is required for data transmission between interfacing apparatus.

Item 1. Cable LSMSCU-61 QTY 7600 feet (91,200 Inches)

Material total amount of items to be procured is $136,724.00 The material should start delivering on 11 Feb 2027.

ATTN: Joe Everly Code 446 NSWC Philadelphia Division 1601 Langley Ave, Bldg. 542, Philadelphia, PA 19112

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE

ACQUISITION

This requirement is for the purchase of Manual Control Switchboard cable Part number LSMSCU-61. The cable will be used in support of Ship Change Document (SCD) 25501 Manual Control Switchboard on Board of USS MAKIN ISLAND to connect effected equipment form the ship change document to interface by sending and receiving data.

The selected part numbers are required because it meets the following:

1. The enclosure was shocked and Vibed with these cables.

2. Meet bend Radius of 8 inches which is the same diameter for cable entry on existing cable entry

3. Operates -20 to 105 degree Celsius, ship deploys to hot and cold climates there for must operate during those temperatures.

4. Voltage rating of 1000 volts must be able to withstand up to 1000 Volts.

5. Cable Diameter of 1.25 which is the same diameter for cable entry on existing cable entry.

6. Meets MIL SPEC standard for M24643/18 and M24643/33.

Other Brands such as American wire Group and Philatron Wire and Cable make similar cables with similar conductor size but they do not meet NAVY MILS SPEC of M24643/18 that is required for this project.

M24643/18 is a low-smoke, zero-halogen shipboard cable suitable for watertight and non-flexing service. This Mil-Spec cable features multiple stranded bare copper conductors, Silicone Rubber/Glass Braid/Braid covering insulation, and an LSZH cross-linked Polyolefin jacket.

All the requirements were evaluated by C446 system matter experts. Therefore, the system successfully completed shock and vibration testing before the first ship install which was LHA7 on FY22/FY23. Changing the material will require new shock testing to enclosure with new cable, which will require engineering support and new enclosures to test. This will cost the government more money and resources.

3. MARKET SURVEY

Market research was conducted by calling and emailing different vendors to find the cable that is required for installation of local switchboard on board of LHA6 via SCD22501.

Seacoast cable PN LSMSCU-61 meet all the requirements: conductor size, NAVY MILS SPEC of M24643/18.

American Wire Group (AWG) is another company that build cables, the comparable part number to LSMSCU and LS2SWU is AWG PN FR-XLPE. PN FR-XLPE meets voltage requirements and has an outer jacket, but the outer jacket does not meet the NAVY MILS SPEC of M24643/18. American Wire cable PNFR-XLPE cannot be used on board of US NAVY Ship.

Philatron Wire and Cable is another company that builds cables. The comparable part number to LSMSCU and LS2SWU is PN EVE083CS. Philatron Wire and Cable PN EVE083CS meets the conductor size and number. However, PN EVE083CS does not meet NAVY MILS SPEC of M24643/18. Therefore, this part number does not meet requirements to be installed onboard of US Navy Ships.
