About this file

This document is a Brand Name Justification Form for a simplified acquisition of Eaton Mmints Modules (Part Number PN02022063-1) for the Naval Sea Systems Command (NAVSEA). The procurement is for 40 Eaton Mmints Modules to be installed on circuit breakers as part of 450 Volt switchboards, with a planned delivery date of 04/30/2026. The requirement is a small business set-aside and specifically requires Eaton brand equipment due to unique technical qualifications.

A market survey was conducted involving multiple vendors, which determined that only the Eaton part number meets all critical requirements. Alternative ModBus equipment from other manufacturers was found unsuitable due to issues such as lacking environmental certification, requiring mounting modifications, or being unable to interface with existing breakers. The justification emphasizes that changing the material would necessitate additional shock testing, engineering support, and new enclosure testing, which would increase government costs and resources. The solicitation deadline is 06/09/2025, with questions to be submitted by 06/05/2025 to the designated Navy contact.

All the requirements were specified by system matter experts. Changing the material will require new shock testing be completed on the overall switchboard enclosure with new modules, this would require engineering support and new enclosures to test. This will cost the government more money and resources.

3. MARKET SURVEY

Several vendors were contacted via phone and email. Quotes were requested and all the quotes were used for market research.

Eaton part number 02022063-1 is a piece of ModBus equipment that is already installed onboard and and it communicates with same breakers that NSWCPD is installing on 450Volt LA/LB boards. PN02022063-1 passed all environmental qualification testing when the ships switchboards were commissioned by the shipyard.

Part number 02022063-1 can communicate with Breakers and existing MCS logic with no additional software changes.

is another company that manufactures MoDBus equipment. MoDBus has similar functionalities to Eaton PN 02022063-1. The part number is environmentally certified to be installed on board US NAVY ships and it can communicate with new breakers. However, this MoDbus is not a form fit function replacment of the Eaton part number, modifications would be required to mount it inside the switchboard. The switchboard does not have space for additional modifications therefore the part number will not work.

Part number is similar to Eaton Part number 02022063-1. PN can communicate with the new breakers that will be installed. However, this part number is not environmentally qualified, therefore it cannot be installed on board
