Brand Name Justification (Simplified Acquisition)
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? No Contracting Activity: 1 SOCONS/PKC
Project/Program Name: Mobile Weapons Marksman Training Simulator Purchase Request/ Identification Number:
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required Laser Shot – Mobile Marksman Training Simulator and associated equipment & software. See Requirement Specifications in contract file.
Section C: Justification for Soliciting for a Particular Brand Name Item
The Lasershot Mobile Marksmanship Training Simulator is the only simulator on the market that will meet our requirements. The system can operate at a minimum distance of 7 feet verses similar systems that require 15ft to 25ft to operate. Additionally, the Laser Shot Mobile Marksman Training Simulator system is mobile, and can be setup within 15 minutes. If a different system is procured, it will severely limit the space available to set up the system and will prove very difficult and costly to ship the simulator to other installations. Currently, the Laser Shot Mobile Marksman is used, and in order to maintain interoperability with existing system, the Laser Shot is required. Laser Shot utilizes exclusive software which allows the creation and sharing of scenarios with other units across the Air Force who have procured the system.
This would ensure that all individuals are trained and employing the same system in both training (during initial DAGRE training) and when in the field for DAGRE sustainment training requirements outlined in local guidance. Currently all AFSOC DAGRE units utilize the Lasershot system, using another system will create gaps in training and proficiency.
Section D: Efforts to Obtain Competition
Laser Shot is a small business and they have several small business partners that distribute their products. In order to obtain additional competition for this requirement, it will be 100% set-aside for small businesses, and posted on Beta Sam.
Section E: Steps to Preclude Future Specific Brand Name Requirements
Through every available means, the HQ AFSOC A4 will continue to monitor market information and technical publications to determine whether any other source can meet our needs. In addition, minimum requirements for any future requirements as described herein will be shared with industry to encourage other manufacturers to begin producing similar compatible products.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1 (b)(1), that the circumstances of this contract action deem only a brand name product is reasonably available.
