About this file
This is a Brand Name Justification document for a simplified acquisition submitted by the Air Force Space Command (AFSC) at Hill Air Force Base, Utah.
The Utah Test and Training Range (UTTR) requires procurement of one new 2025 ContainGo Gooseneck Mobilizer Trailer Standard for an estimated contract cost of $91,890.72 (Purchase Request F2DTAG6194A001). The trailer, classified as equipment with a no-floor design, must transport, load, unload, and precisely position 20-foot containerized Mobile Command Posts (MCPs) used in test and mission operations. The trailer specifications include tandem 10,000-lb axles, dual-wheel gooseneck configuration, Gross Vehicle Weight Rating of up to 25,000 lbs, two custom ratchet hook binders, and two guide pins. The requirement exists to reduce the current manpower-intensive relocation process that requires two semi-trucks, a flatbed trailer, an 80,000-pound front-end loader, and minimum four personnel per move.
The Contracting Officer determined brand name justification is appropriate under FAR 13.106-1(b)(1) because the ContainGo Mobilizer Trailer is the only known commercially available product that combines transportation, self-loading, self-unloading, side-shift capability, and precision container placement capabilities in a single system without requiring additional heavy equipment such as cranes or forklifts. Market research included internet searches of container handling trailers, self-loading systems, container chassis, tilt-deck trailers, and hook-lift systems, with no alternative products identified meeting all operational requirements. UTTR committed to conducting ongoing market research and monitoring technological advancements to enable future competition if comparable alternative products become available. The contracting officer, SrA Pedro Herrera, executed the justification on 25-August-2026.

Section A: General Contract Information
Contracting Activity: AFSC/OL:H/PZIOA 6038 Aspen Ave Bldg. 1289 NE Wing Hill AFB UT 84056-5825
Purchase Request/ Identification Number:
F2DTAG6194A001
Project/Program Name: UTTR 20' ContainGo Gooseneck Mobilizing Trailer
Estimated Contract Cost (including Options):
$91,890.72
Section B: Description of the Supplies/Services Required
The Utah Test and Training Range (UTTR) requires a specialized trailer (classified strictly as equipment, meaning it must have a "no-floor" design) to transport, load, unload, and precisely position 20-foot containerized Mobile Command Posts (MCPs) used in support of test and mission operations.
This requirement is for one (1) new 2025 ContainGo Gooseneck Mobilizer Trailer Standard, equipped with tandem 10,000-lb axles, a dual-wheel gooseneck configuration, a Gross Vehicle Weight Rating (GVWR) of up to 25,000 lbs., two custom ratchet hook binders, and two guide pins.
The trailer must be capable of moving standard 20-foot containerized MCPs without requiring additional heavy equipment such as a front-end loader, forklift, or crane. The system must allow MCPs to be loaded, unloaded, transported, and positioned in locations with limited space and maneuverability while maintaining safe operations.
The trailer must also be capable of positioning MCPs in constrained areas where traditional loading equipment cannot easily operate. Due to limited available space at operating locations, UTTR requires a system capable of placing containerized assets with a high degree of precision while minimizing the amount of clearance needed to complete loading and unloading operations.
The requirement exists to support an increasing number of MCP relocations associated with current test and mission operations. The UTTR requires a system that reduces setup and movement timelines, decreases safety hazards, and reduces the logistical burden associated with moving containerized command and control assets.
Section C: Justification for Soliciting a Brand Name
The ContainGo Mobilizer Trailer is the only known commercially available product identified that meets the UTTR's requirement to transport, load, unload, and precisely position MCPs without the use of additional heavy equipment.
Currently, relocating an MCP is a manpower-intensive process. Each move requires two semi-trucks, a flatbed trailer, an 80,000-pound front-end loader, and a minimum of four personnel. The loader must first be transported to the location on a lowboy trailer, unloaded, used to remove and place the MCP, and then reloaded for transport.
This process consumes significant manpower, fuel, and time and creates additional safety risks due to the movement and operation of large equipment.
As mission and test operations have increased, MCP relocations are occurring more frequently. Existing procedures place a significant burden on limited personnel resources and reduce operational flexibility. In
SAF/AQCP Template | 1 May 2014 Page 2 of 3 addition, available space for positioning MCPs is often limited, making placement difficult with conventional equipment.
The ContainGo Mobilizer Trailer uniquely combines transportation, loading, unloading, and placement capabilities into a single piece of equipment. Unlike conventional flatbed trailers or container chassis, the Mobilizer can load and unload a container without requiring a crane, forklift, or front-end loader. The trailer's side-shift capability also allows MCPs to be positioned in locations where traditional loading methods cannot operate effectively.
Use of the Mobilizer Trailer will reduce the personnel required for MCP moves, eliminate the need to transport and operate an 80,000-pound front-end loader, reduce fuel consumption, require only a one ton truck, and significantly improve operational efficiency. The reduction in heavy equipment movement also improves overall safety by decreasing the number of vehicle movements and personnel involved in each operation.
No alternative product was identified that provides the combined capabilities of transport, self-loading, self-unloading, side-shifting, and precision placement in a single system.
Based on the UTTR's market research and operational requirements, the ContainGo Mobilizer Trailer is the only known solution capable of meeting the requirement. The trailer must be classified as equipment, meaning there must be no floor in the trailer. ContainGo meets this requirement. The side shift if patented by ContainGo.
Section D: Efforts to Obtain Competition
Based on UTTR's market research and operational requirements, the ContainGo Mobilizer Trailer is the only known solution capable of meeting the requirement.
Market research was conducted to identify commercially available products capable of meeting UTTR's requirement to transport, load, unload, and position MCPs without the use of additional heavy equipment.
Research included internet searches of container handling trailers, self-loading container transport systems, container chassis, tilt-deck trailers, hook-lift systems, side loaders, and other commercially available container transport equipment. Manufacturer websites, product literature, specifications, and videos were reviewed to evaluate operational capabilities.
During market research, numerous products were identified that could transport shipping containers; however, these products generally required additional equipment such as cranes, forklifts, loaders, or other material handling equipment to load, unload, and position the container. No alternative product was identified that combined transportation, self-loading, self-unloading, side-shift capability, and precise container placement within a single trailer system.
Based on the market research performed, the ContainGo Mobilizer Trailer was identified as the only known commercially available product capable of meeting UTTR requirements.
Section E: Steps to Preclude Future Brand Name Awards
Prior to future procurements, UTTR will continue to conduct market research to identify additional vendors and
SAF/AQCP Template | 1 May 2014 Page 3 of 3 products capable of meeting operational requirements for containerized asset transportation and placement.
Market research efforts will include reviewing commercial manufacturers, monitoring new product releases and technological advancements, attending industry demonstrations and trade events when available, and evaluating emerging container handling solutions. UTTR will also periodically reassess operational requirements to determine whether future needs can be met through broader performance-based requirements that would allow additional vendors to compete.
As the market for container handling and transportation equipment continues to evolve, UTTR will evaluate newly available products that provide self-loading, self-unloading, and precision placement capabilities comparable to those required for MCP operations. Should additional products become available that satisfy UTTR's operational requirements, future acquisitions will be competed to the maximum extent practicable.
UTTR's objective is to maintain awareness of available commercial solutions and promote full and open competition whenever operational requirements can be met by multiple sources.
