BRAND NAME
JUSTIFICATION AND APPROVAL
Purchase Request No:
Department: NMRTC Pearl Harbor Radiology and Ob/Gyn
POC/Tel. No.:
IAW FAR 13.106(1)(b)
1. Description of the supplies and/or services required to meet the end-user’s minimum needs :
The Ultrasound Probes used at Navy Medicine Readiness and Training Command
(NMRTC) Pearl Harbor require cleaning and are currently cleaned by OEM
Nanosonics, Trophon Ultrasound Probe Disinfectors. It provides high-level disinfection (HLD) of ultrasound probes through an automated, closed system. This specific brand name disinfector that are used are now obsolete and have been replaced with the new model Trophon 2. The OB/GYN Department currently has 1 Trophon disinfector and Radiology has 2 Trophon disinfectors; one non-functional. This presents patient safety issues as well as efficiency problems. The Trophon machines are mission essential to clean and disinfect all endocavity probes used for obstetric and gynecologic appointments.
All users are trained for this brand unit and this request is for direct replacements to procure the latest model of the Trophon with printer, mount and cart for a quantity of 4 sets.

3. Contractor’s unique qualifications which make him/her the ONLY source that can truly satisfy the
Government’s minimum requirements:
The trophon2 system is the ONLY brand name on the market that implements
AcuTrace radio-frequency identification (RFID) technology. AcuTrace is a new software platform that utilizes RFID tracking to systematically document users and probes, as well as consumables batch and expiration information. The disinfection records can now be accessed onboard the system with exportability via Universal Serial Bus
(USB). This greatly reduces the amount of time users would have to spend to manually document, and cuts down on the potential for human errors. It is the only peroxide-based disinfectant for vaginal probe which is safer than any processes available in the market.
Procuring Ultrasound Probe Disinfector other than the requested OEM
Nanosonics Trophon will have a Command wide impact and increased workload across all Departments. Acquiring a different model/brand will require training on that different model/brand. Using two or more different disinfectors in the same department will undoubtedly cause errors/confusion and impact patient safety. Maintaining standardization for NMRTC Pearl
Harbor Ultrasound Probe Disinfector will ensure that care is provided efficiently and effectively. All efforts must therefore be employed to maintain uniformity of the Trophon2 disinfector technology.
4. Demonstration of the market search conducted appropriate to the size and complexity of the Government’s minimum requirements. Include sources (in Government and industry) contacted and information obtained per source which further supports a sole source acquisition request.:
Market research was conducted through Cardinal Health, E-CAT and GSA
Advantage. None of the requested items were available. Contacted the suggested vendor for a quote.
5. Other facts supporting the use of other than full and open competition:
The OEM Nanosonics Trophon Ultrasound Probe Disinfector is standard use item in OBGYN and Radiology at NMRTC Pearl Harbor. Standardization of medical equipment and services at Navy Medicine Readiness and Training
Command (NMRTC) Pearl Harbor is vital to our strength and ability to meet our mission efficiently and effectively. It is also a recommendation by
Focus Assist Visit Team from former Navy Medicine West in 2015 to use
Trophon technology moving forward. A determined and need-driven effort to reduce variation in medical equipment and services presents a significant opportunity to support the delivery of high quality patient care, improve patient safety and reduce overall cost.
6. Statement of the actions that are being taken to remove or overcome any barriers to competition:
NMRTC-PH has no preference on any distributor or seller, only that the requested OEM GE Nanosonics Ultrasound Probe Disinfectors are purchased in this effort.
