Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? No Contracting Activity: 1 SOCONS/PKC
Project/Program Name: Silent Tactical Energy Enhanced Dismount (STEED) & Accessories Purchase Request/ Identification Number:
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
Special Operation Medical Teams and Chemical Biological Teams are comprised of 4-6 member teams deploying to austere environments and locations. Along with their personal gear they carry several hundred pounds of equipment/supplies and tent package. These teams are mobile and rapidly move to numerous locations. During patient casualty events moving patients rapidly out of danger is extremely difficult and the majority of the time requiring 2 medics. A “silent” motorized 2 wheeled, 1 person maneuverable all terrain litter carrier that can also be towed behind a tactical vehicle would enhance these teams ability to extract patients rapidly and enhance team movement by transporting equipment, lessoning the weight these teams currently have to manually carry.
*Ability for 1 medic to carry up to 400 lbs. of equipment over all types of terrain, environments and austere locations *Ability for 1 medic to rapidly transport a patient over all types of terrain, environments and austere locations *Enhance teams performance/maneuverability and lesson personal injury by decreasing weight manually carried by team members
Section C: Justification for Soliciting for a Particular Brand Name Item
The Hendricks Silent Tactical Energy Enhanced Dismount (STEED) will significantly enhance these Special Operations Units capabilities.
The STEED is an all-terrain, electric payload mobility platform which is tactically silent, has zero emissions, and can carry up to 500 pounds payload for 15 to 30 miles over difficult terrain. The machine is manually guided by a single operator using an intuitive thumb throttle and enables the carriage of diverse payloads using a versatile load deck and is designed to safely carry NATO and Talon II patient litters. The STEED also has the capability to be towed behind ATV tactical vehicles and has additional battery storage capabilities
Section D: Efforts to Obtain Competition
AFSOC SGR has conducted market research and found there is no other 1 person, silent battery operated, all terrain, 400lbs-500lbs payload, small compact design (when not in use) transport system capable of matching or exceeding the specifications of the Hendricks Motorsports STEED System.
Section E: Steps to Preclude Future Specific Brand Name Requirements
Through every available means, AFSOC/SG will continue to monitor market information and technical publications to determine whether any other source can meet our needs. In addition, minimum requirements for any future requirements as described herein, will be shared with industry to encourage other manufacturers to begin producing similar compatible products.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a brand name product is reasonably available.
