About this file
This is a Sole Source (Including Brand Name) Justification document for a Skydio X10D Unmanned Aerial System (UAS) procurement by the 375th Contracting Squadron at Scott Air Force Base. The document justifies a single-source acquisition of 1 Skydio X10D VT300-Z drone, 10 batteries, 2 REV 2 props, and 1 Skydio Nightsense w/ IR attachment. The total procurement is planned for Fiscal Year 2025 (FY25) Operations and Maintenance Funds, with a certified Form 9 received on 4 September 2028.
The Skydio X10D is being acquired for the 12th Air Task Force to support contingency operations at Scott Air Force Base, providing critical intelligence, surveillance, and reconnaissance (ISR) capabilities. The justification emphasizes the drone's unique features, including Blue UAS 2.0 approval, fully autonomous navigation, 360-degree situational awareness, dual independent gimbaled sensors, and end-to-end cybersecurity. Market research revealed at least one vendor can provide the required drones, with a recommendation to utilize GSA Advantage for the acquisition using NAICS 336411 and PSC 1550.

The Skydio X10D is the only known UAS platform capable of fulfilling all mission-essential, operational, and compliance requirements for deployed ISR and emergency response missions. Their are several required capabilities which include a USAF Exception to Policy (ETP) for the operation of unmanned systems. An approved ETP from AMC/A3 which authorizes the use of the Skydio X10D in AMC operational environments. Blue UAS 2.0 Approval; Compliant with Section 848 of the FY20 NDAA and Section 817 of the FY23 NDAA, ensuring cyber-secure, vetted platforms for DoD use. The system is required to have Fully Autonomous Navigation (FAN) and Obstacle Avoidance. The Six navigation cameras provide complete 360-degree situational awareness in GPS-denied or congested environments, powered by Skydio Autonomy™ AI. The uAS must have Dual Independent Gimbaled Sensors for simultaneous ISR feeds. End-to-End Cybersecurity Architecture: All data remains on U.S.-controlled systems, with encryption and compliance aligned to DoD information assurance standards. Only the Skydio X10D meets these requirements.
Prior to any subsequent acquisition for the product, market research will be accomplished to determine if there are additional products or sources that can meet the needs of the Government and remove barriers to competition. The Monitor Blue UAS 2.0 list of approved uAS systems will be reviewed to ensure the widest competition among approved systems.
Market Research revealed that there is at least 1 vendor that can provide the required Skydio X10D Drones.
It is recommended the Government utilize GSA Advantage for this acquisition. After market research, it was determined that ordering from GSA Advantage utilizing NAICS 336411, and PSC 1550 best fits this requirement.
Based on the above findings and analysis, there is no information available that should prevent the award of the required drone, nor is there evidence to conclude that said requirements are so special or unique that they cannot be met by commercial industry. Through market research GSA Advantage operates under a mandatory source. Therefore, the recommendation is to solicit this requirement to GSA Advantage.
