About this file
This document is a justification for the use of a single-source brand name procurement below the simplified acquisition threshold for SCBA masks with thermal imaging cameras for the Naval Power Training Unit. The procurement is for the purchase of Scott Sight SCBA masks, which are the only masks authorized for use aboard the moored ships at the Naval Power Training Unit. These masks have thermal imaging capabilities built-in, allowing emergency personnel to see heat-related hazards while keeping their hands free. The estimated contract value is under the simplified acquisition threshold. A market research inquiry was conducted, and only one large business distributor with a GSA schedule, Scott Safety, was identified as able to provide the required masks. No small business exceptions to the non-manufacturer rule apply. The contracting officer has determined that only a single source is reasonably available to meet the requirement.

Purchase of Scott Sight SCBA Masks with in mask Thermal Imaging Cameras (TIC) for the the Naval Power Training Unit.
The Navy has authorized only this specific brand of SCBA helmets for use aboard the moored ships on the Naval Power Training Unit as referred to in attachment "Use of 3M Scott Thermal Imaging. These SCBA masks will provide for better team cohesion among emergency personnel during any hazardous situation that may occur. These specific masks have Thermal Imaging built into the mask allowing for emergency personnel to still be able to see heat related hazards while keeping their hands free to use tools in order to neutralize the situation. No other brand other than the Scott Sight SCBA masks possesses this unique ability. Therefore this requirement shall be solicited as a brand name
3 Companies responded to an inquiry for the required masks and provided their pricing for the Scott Safety masks. All of the companies were large businesses but only one possessed a GSA schedule, Scott Safety. After contacting a Scott Safety representative a list of 2 authorized small business and 1 large business distributors of their products was provided. No waivers exist for the Non-manufacturer rule exist for this requirement and none of the small businesses identified fall under the exceptions. Therefore this requirement must be solicited unrestricted.
The government will continue to monitor the market for any SCBA masks that fulfill this requirement.
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
