Brand Name Justification for Open Market Purchase Order (<SAT)

1. The requirement is for a brand name source action to be awarded as a new purchase order to the manufacturer or one of their authorized dealers listed below. The placement of a firm, fixed price order is anticipated.

2. Limited to the following source(s).

Manufacturer: CERTUS (Service from Iridium) Manufacturer POC & phone nr:

Dealer/Reseller: COMSAT,

3. . Identification of the justification rationale. This acquisition is conducted under the authority of Title 10 U.S.C. 2304(c) (1) and Title 41 U.S.C. 253(c)(1). Authority to limit sources is found at FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency needs.

4. Description of the item or service required, statement that the requested material or service represents the minimum requirements of the government, the estimated cost, and required delivery date or performance period.

Description of item/service: 150MB Data Plan and Static IP addressing for CERTUS Satellite Data Terminals. In 2019, NAVSUP acquired the Missionlink Thales satellite systems to support the FLC Enterprise Logistics Readiness Team requirements for global network access capability.

Connectivity requires renewal of the associated CERTUS data plan. Acquisition of the required data plan will provide global data access for deployed personnel allowing network reachback capability regardless of deployed location. Based on Air Force Space Command (AFSC) direction, CERTUS access is currently obtained commercially and planned for AFSC contract during FY21. The CERTUS service offering will be the only provider that AFSC/DISA will have contracted for satellite data services. Static IP addressing supports consistent configuration and troubleshooting as needed with NMCI or ONENET connections.

The requested material represents the minimum requirements of the Government.

Estimated total cost:

POP: 9/30/20-9/29/21

5. Specific characteristics of the material or service that limit the availability to this/these source(s) (unique features, function of the item, etc.). Describe in detail why only this/these suggested source(s) can furnish the requirements to the exclusion of other sources. Provide a description of the market research conducted among schedule holders and the results OR a statement of the reason market research was not conducted.

During 2019, NAVSUP acquired four CERTUS Missionlink Thales Satellite systems.

Continued connectivity requires new appropriation of the associated data plan and static IP

7/29/2005 2 of 3 addressing. Although 150MB data plans and static IP addressing are available from other resellers, changing the data plan/IP address provider will require reconfiguration of all four systems, including SIM Card changes, to the new provider. These actions would be similar to that of a cell phone service change to a new vendor (for example, Verizon to AT&T using the same device). It should be noted that additional service quotes were obtained and the current data plan provider had lowest cost.

The data plan must be compatible with Thales Missionlink and provide connectivity to Iridium

CERTUS.

6. Other information to support a limited source buy:

Until the AFSC/DISA contract is in place, use of the satellite systems will use the Iridium CERTUS commercial gateway. Workstations connected via the commercial gateway will use secure VPN connections to NMCI or ONENET. This connection parallels that used for remote connections used for NMCI/ONENET now and meets cybersecurity requirements for remote access. Future use once CERTUS has a direct NIPRNET gateway will support direct system connections without the need for BuRAS. Following the availability of the NIPRNET gateway, users will be able to directly access Navy networks and associated systems directly, which will improve accessibility speeds (reduces latency caused by multiple connections).

Additionally, using a satellite network system other than CERTUS would require NAVSUP to fund security and functional testing of the alternate system, causing significant delay and expense to acquisition of this capability.
