About this file

This is a Source Selection Sensitive document justifying the use of a single source below the Simplified Acquisition Threshold (SAT) for a federal contract.

The 11th Contracting Squadron is procuring a DiGiCo Quantum 852 Digital Mixing Console for the USAF Band's Remote Recording & Digital Mixing Console project. The required equipment includes a 96kHz operation FPGA-based processing platform with minimum 384 input channels, Mustard and Nodal Processing capabilities, redundant power supplies, compatibility with existing DiGiCo stage racks and infrastructure, all required software licenses, and new equipment only (no refurbished units). The contracting officer, Joseph Trevino (PKA), determined on May 28, 2026, that only a single source is reasonably available under FAR 13.106-1(b)(1).

The justification for single-source procurement centers on maintaining compatibility with the USAF Band's existing DiGiCo $2M infrastructure currently deployed throughout the United States Air Force Band. Market research identified comparable digital mixing consoles from other manufacturers, but none provide seamless compatibility with existing DiGiCo infrastructure and operational workflow. Transitioning to an alternative manufacturer would require replacement of existing stage racks and networking infrastructure, extensive personnel retraining, conversion or recreation of legacy show files, and increased operational risk during high-visibility national performances. The document notes that future similar purchases will include continued market research to identify new competitive options, and the requirement will be posted in accordance with applicable acquisition regulations to ensure transparency.
