NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☐I recommend that NASA, NASA Shared Services Center negotiate with only for . The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is .

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Parraid, LLC for OMEGA-NExT Professional (NExT-PRO-02) Software Suite and Decom Hardware (S-5000I-2BDSP-001) . The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 150 Days AAO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The Research and Engineering Group (Code 500) is migrating from the OMEGA Serv Software and Decoms to the next generation of the Omega Next Software Suite and Decom Hardware provided by the same manufacture. It is essential that the Engineering Support Group (Code 422) uses software and equipment that is compatible with what the Research Engineering Group is using at Armstrong. This will allow Code 422 to provide continuous and seamless support with PCM bench testing, Environmental Testing and Flight Support. This manufacture’s telemetry analysis equipment and toolset has served various Armstrong ground and range facilities over the past two decades and is the only software solution that maintains this common middleware infrastructure and mission critical foundation. The OMEGA Next Software Suite and Decom hardware can support the required decommutation and simulation of IRIG 106 Chapter 4, Chapter 7, Chapter 10, MIL-STD-1553, ARINC 429, Ethernet, RS485 serial, analog, audio, and H.265 UHD video. Purchasing the Omega Next Software Suite and Decom Hardware will reduce training requirements at AFRC since the user interface is similar to the OMEGA Serv software and decom hardware.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Acquiring a new system from another vendor with the capabilities of the OMEGA Next Software Suite and Decom Hardware would require an enormous cost in reformatting and implementing an operational environment in terms of hardware and software infrastructure. There would be additional cost spent to retrain a large segment of the Armstrong staff. Introducing a new Software Suite and Decom System would potentially impact project timeline requirements. It is essential that the Engineering Support Group stays compatible with the Software Suite and Decom Hardware that is being used at AFRC. The X-59 project would not meet schedule and additional training would be required to learn another system.

Action will be performed against GSA Contract ___________________.

☐ - Limited Source Justification (LSJ) Brand Name: For GSA orders, pursuant to FAR 8.405-6(a)(2), the item is peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.

When setting aside orders for small business concerns, the specific small business program eligibility requirements identified in part 19 apply

I hereby accept the above stated recommendation and determine that the circumstances of the contract action deem only one source reasonably available.
