About this file
This is a Brand Name Justification memorandum for a limited-source acquisition issued by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD).
The Government intends to award a firm fixed-price purchase order for Glenair brand adapters and Amphenol brand connectors for the LCAC-1 Class vessel. The specific items include: 96 units of Glenair 310AS006C14T Shrink Boot Adapters at $125.39 each ($12,037.44 total); 96 units of Amphenol MS3452L14S-7P Receptacle Connectors at $30.71 each ($2,948.16 total); 48 units of Amphenol MS3471L14-12P Plug Electrical Connectors at $23.71 each ($1,138.08 total); and 96 units of Amphenol MS3456L14S-7S MIL-SPEC Circular Connectors at $21.81 each ($2,093.76 total). The total acquisition value is $18,217.44, utilizing simplified acquisition procedures. All equipment must be delivered no later than four weeks after order award. Funding is provided through FY25 Operation and Maintenance, Navy (OMN) accounts. Competition is restricted to authorized distributors and manufacturers of Glenair and Amphenol brand equipment because these are the only adapters and connectors approved for LCAC use and the only products meeting stringent U.S. Navy environmental requirements including MIL-STD-810E, MIL-S-901D, MIL-STD-167, and MIL-STD-461E standards, along with navigation safety requirements. The justification indicates that no significant cost savings are expected through competition and that competitive delays would unacceptably impact the requirement. Market research was not conducted due to the single-source nature of this requirement.

MEMORANDUM
From: Derik Spalding, NSWC PCD Code E35 To: Nicole Stevens, NSWC PCD Code 024
Subj: BRAND NAME JUSTIFICATION TO ACQUIRE GLENAIR ADAPTERS AND AMPHENOL
CONNECTORS FOR THE LCAC-1 CLASS (ERP 1301347759)
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”
This is a brand name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02).
2. Nature and/or description of the action being approved.
This action will award a firm fixed price purchase order, on a brand name basis, to acquire Glenair brand adapters and Amphenol Connectors for the LCAC. The Glenair 310AS006C14T is a Circular MIL-Spec Strain Relief and Adapter (specifically a shrink boot adapter). It is commonly used for environmental protection of connectors, typically in military-spec applications. The Amphenol connectors are ruggedized electrical interconnects designed to meet strict U.S. Department of Defense standards for harsh environments. Competition will be limited to authorized distributors and manufacturers of Glenair and Amphenol brand equipment.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The following items are being acquired:
Item Part Number Brand Qty Unit Price Total Shrink Boot Adapter 310AS006C14T Glenair 96 $125.39 $12,037.44 Receptacle Connector MS3452L14S-7P Amphenol 96 $30.71 $ 2,948.16 Plug Electrical Connector MS3471L14-12P Amphenol 48 $23.71 $ 1,138.08 MIL-SPEC Circular Connector MS3456L14S-7S Amphenol 96 $21.81 $ 2,093.76
This acquisition will be conducted using simplified acquisition procedures with a total estimated value of $18,217.44. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $350,000.00. All equipment will be delivered no later than four (4) weeks after award of the order. This purchase will be funded with FY25 Operation and Maintenance, Navy (OMN) funds.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C.
2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(C).
Pursuant to 10 U.S.C 2304(c)(1), Glenair is the only brand of connectors and plugs that will meet the Government needs. Both Glenair and Amphenol brand equipment have been specially designed to operate in harsh marine environments. Glenair is the brand of adapters that are currently in use on the LCAC craft. These electronic components are a critical component of the LCAC system that operates in extreme EMI conditions. The Glenair adapters and the Amphenol connectors are the only adapters and connectors approved for use on the LCAC. These items meet the stringent U.S. Navy environmental requirements of MIL-STD-810E, the critical shock requirements of MIL-S-901D, the vibration requirements of MIL-STD-167, and the EMI/EMC requirements of MIL-STD-461E.

In addition, the adapters meet the strict Navy navigation safety requirements. As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement. Therefore, it is imperative that Glenair and Amphenol brand equipment is acquired as soon as possible.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Glenair and Amphenol are the only brands of equipment that will meet the Government’s needs. This requirement will not be synopsized in the government point of entry because it is under $25,000.
7. Any other facts supporting the justification.
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Glenair Amphenol are the only brand of equipment that can meet this requirement.
