SUBJECT: Brand Name Justification for A25-058 Loop Resistance Testers

1.BACKGROUND: Utilizing FY25 568AMXS POM Funds, 76 AMXG requests procurement of two (2) MK ExLRT Automated Loop & Joint Tester Kits (XLR-9703-01) for system checks, including HIRF checks, on the aircraft. The MK ExLRT is a portable unit, making it ideal for performing these checks on the large aircraft structure.

These checks, including High-Intensity Radiated Fields (HIRF) testing

2. JUSTIFICATION: The MK ExLRT (XLR-9703-01) is the only known portable loop resistance tester kit suitable for use on the for electrical system checks, including those related to HIRF compliance. While Technical Order 1 -A-20-56-0400-02A0A-280A-A, "Loop Resistance and Joint Resistance Measurements Inspection," provides the procedures for these checks, the Aircraft Maintenance Manual (AMM), Section 20-56-01, "HIRF/LIGHTNING - LOOP RESISTANCE TESTER (LRT)," specifically identifies the "MK Loop Resistance Tester (ExLRT)" as the specialized test equipment for conducting the required non-intrusive wire bundle and coax cable shield resistance measurements and does not identify any other equipment for this process. These measurements are essential for verifying HIRF compliance

3. STATEMENT: Therefore, procurement of the MK ExLRT (XLR-9703-01) equipment is requested to meet the mandatory requirements of the program office

4. MARKET RESEARCH: Market research was conducted on 03/17/25 reviewing the Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code 334515 to identify companies capable of providing A25- 058 Loop Resistance Testers. Additionally, a review of small businesses and GSA RFQ1748398 was performed with the same objective. Three potential vendors were identified: Caprice Electronics, Inc.
