About this file
This document is a Brand Name Justification (BNJ) from the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division, seeking to acquire 50 Honeywell HMR3300 Digital Compass Modules for the Mine Countermeasure Targets Group. The procurement is a total small business set-aside with a simplified acquisition approach, with a total dollar value not exceeding $250,000. The justification emphasizes that Honeywell is the only brand meeting specific technical requirements, including integration capabilities with existing acoustic transducers, an integrated hardware and software development platform, and expansion capabilities with I/O modules.
The solicitation (N61331-25-T-TR19) is specifically for authorized sellers of the Honeywell Digital Compass Module (Part Number 34C2817), with award based on best value considering pricing, delivery, quality, and past performance. Vendors must submit quotes via email to terra.s.roberts.civ@us.navy.mil, include their CAGE code and lead time, be capable of invoicing through Wide Area Workflow (WAWF), and ensure they receive a response within 24 hours of quote submission. The procurement aims to address obsolescence of electronics on instrumented targets and prevent potential negative impacts on project deployment schedules.

REDACTED
Subj: BRAND NAME JUSTIFICATION TO ACQUIRE HONEYWELL DIGITAL
COMPASS MODULE FOR USE WITH NAVIGATION & GUIDANCE SYSTEM
(RoHS Compliant) (REDACTED)
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”
This is a brand name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02).
2. Nature and/or description of the action being approved.
This action will award a purchase order, on a brand name specific basis, to acquire updated digit compass modules. The Mine Countermeasure Targets Group (REDACTED) has been tasked with addressing obsolescence of the electronics used on its instrumented targets. This task involves replacing the obsolete compass with Honeywell HMR3300 digital compass Failure to procure this hardware will negatively impact project deployment schedule and ability to meet system requirements.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
Line# Part Number Description Qty
1 34C2817 Digital Compass Module 50
REDACTED The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements.
This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of
$250,000.00. REDACTED
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
10 U.S.C. 2304(c)(1). Application for brand name description FAR 6.302-1(c).
Honeywell is the only brand of digital compass modules that will meet the Government’s needs for the following reasons. These compass modules are required to support the NAVITTAR Mk- 61, 62, and 63 systems. The program was unable to find other commercially available digital compass modules capable of being integrated into a housing or enclosure that operated at the required frequency to enable reuse of existing acoustic transducers. The Government has a critical need to develop a platform based solution that is built around software that will reduce the development time required to field the system. The Honeywell digital compass modules is the only system that has an integrated hardware and software development platform. This capability is critical to change functionality by modifying the software and require no (or minimal) hardware modifications thus saving critical development time and expediting the fielded system. Furthermore, this is the only system that has expansion capability with I/O modules that provide direct hardware access and provide built in signal conditioning. The MCM Targets group has evaluated numerous products and determined that only the Honeywell product with satisfy the requirements. Use of an alternate compass would require additional testing time and money to characterize and calibrate for the MCM Targets. Therefore it is imperative that the Honeywell brand of digital compass is acquired to meet strict program scheduling.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Honeywell is the only brand of equipment that will meet the Government’s needs. Additionally, this contract action will be synopsized in the Government Point of Entry website SAM.gov.
7. Any other facts supporting the justification.
None
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, only the Honeywell HMR3300 Digital Compass Module will meet the Government’s requirements.
