About this file
This document is a brand-name justification (J&A-24-0232) for awarding a new delivery order under the DHS First Source II Indefinite Delivery Indefinite Quantity (IDIQ) contract. The required products and services are for software repository maintenance to support hundreds of applications and tools used by the U.S. Immigration and Customs Enforcement (ICE) Office of the Chief Information Officer (OCIO).
The justification explains the need for a cloud-based repository management solution to allow ICE to internally manage software updates from independent software vendors, eliminate the cyber security risks of direct connections to external vendor repositories, and provide a centralized source for application artifacts. The period of performance for the delivery order is 09/11/2024 - 09/10/2025. The contract type is firm-fixed price. This delivery order will be competed among the small business socio-economic category vendors on the DHS First Source II IDIQ.

1. Agency and Contracting Activity.
The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ) proposes to award an IDIQ new delivery order on behalf of the ICE Office of Chief Information Officer (OCIO) Application Services Branch (ASB) resulting from a solicitation containing a brand-name specification.

(b) If applicable, identify the functional category, size category, or other sub-section of awardees which will be provided a fair opportunity to be considered:

3. Description of Supplies/Services.
The ICE OICO manages hundreds of applications and tools that support the ICE mission.
These applications and tools, whether custom or 3rd party, require constant updates, fixes, patches, etc. to remain secure, up to date and functioning correctly. Modern day approaches for independent software vendors (ISVs) to provide these updates and files to their customers are through software repositories managed by the ISV/manufacturer.
These products will generally make a call to the manufacturer’s software repository and automatically pull down any available updates that need to be applied to the product. This delivery model requires that ICE open outbound and inbound traffic to the ICE network making the Agency vulnerable to a multitude of

Manage ISV/Manufacturer Repositories internally.
Provide a distribution mechanism for ISV/manufacturer product repositories.
Supports the download of external ISV/manufacturer software repos to an internal repository manager.
Provide application development teams a single source for application code, application repo files and artifact management.
Help in optimizing application build performance and reliability through caching of repo files from external vendors.
Provide coverage for all major package types and formats.
Support all popular build tools: Store and distribute components and more. Manage components from dev through delivery: binaries, containers, assemblies, and finished goods. Awesome support for the

Provide SAML/SSO authentication for enhanced security and single sign-on experience.
Eliminate the need for an open gateway/path into the ICE network allowing ICE to restrict the external traffic to the product reducing the threat surface introduced by having a bi-directional opening into the ICE network.
ICE also currently has business-hour break fix, patching, technical support, and severity-one critical issue support for our current . This support is required to properly maintain the ICE implementation of the Open-Source repository and ensure that the application continues to remain available and functioning properly.
The period of performance will consist of 09/11/2024 – 09/10/2025.
