About this file
This memorandum provides justification for a sole source acquisition under the simplified acquisition threshold. The Navy seeks to renew an annual software maintenance and license agreement for CoreTechnologies' 3D Kernel IO software development kit. 3D Kernel IO allows conversion of 3D models between various computer-aided design, engineering, and manufacturing systems, and integrates this functionality into other software products. The justification cites 3D Kernel IO as the only source that satisfies requirements such as supporting Windows and Linux, providing bi-directional translation between all major CAD vendors, and updating every six months. Maintaining interoperability with ship designer CAD systems that the Navy uses is also critical. The contracting officer approved this sole source procurement from CoreTechnologies pursuant to the authority in 10 U.S.C. 2304(c).

NSWCCD Sole Source/Brand Name Justification Under SAT Rev 3 Template Effective February 2023
MEMORANDUM FOR FILE
TO: Code 02 SUBJECT: Sole Source/Brand Name Justification / Limited Source Justification for Use of Other than Full &
Open Competition for an Acquisition under the Simplified Acquisition Threshold (SAT)
I. BACKGROUND
1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
3. This memorandum is derived from Enclosure 3, Department of Navy Simplified Acquisition Procedures Guide (April 2018) and is only applicable to acquisitions under the SAT.
II. DESCRIPTION OF ITEM OR SERVICE (include manufacture/sole source name and address)
3D_Kernel_IO, which allows the conversion of 3D models between differing Computer-Aided Design (CAD), Computer Aided Engineering (CAE), and Computer-Aided Manufacturing (CAM) systems, and the tools, for integrating Kernel functionality into software products.

III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION
Several options for access to native and standard CAD data with LEAPS have been investigated over the past several years. Most have limitations with respect to their technology, licensing, and cost.
As important as the initial conversion of a specific CAD system data to LEAPS is, the maintenance of the conversation tool is paramount to successful use of this capability. CAD systems frequently have several
EAPS also has several new releases each year. Internally to LEAPS, maintaining a conversion capability is likely to cost as much as the development of the initial capability and will frequently fall out of step with some of the CAD manufacturers.
CT 3D-Kernel-IO is the only source found to satisfy all requirements. It includes a math kernel needed to translation into LEAPS. Supports Windows and Linux, Supports bi-directional file translation to all major CAD vendors and provides updates every 6 months.
A. BRAND NAME:
1. Restrictive Rights:
Item required or feature of a product is particular to one manufacturer. NSWCCD is not currently able to import component data directly from US Navy ship designer CAD systems. This has greatly limited the usability of our tools across the life-cycle of ship design.
Successful implementation of the CT 3D-Kernel-IO API will quickly and cost efficiently make 36 CAD formats available within the LEPAS framework -. By deploying 3D_Kernel_IO, software developers benefit from the expertise and entire experience of the leading CAD interoperability experts and our users benefit from the ability to import existing data from CAD tools used within the US Navy shipbuilding programs.
2. Exclusive Licensing Agreements:
Coretechnologies is the only provider of the embedded SDK 3D-Kernel-IO.
scope of this Agreement the right to software.
