About this file
This is a Justification and Approval (J&A) document for a non-competitive procurement authorizing a single-source acquisition from Philadelphia Gear, a brand of Timken Gears & Services, Inc.
The Naval Surface Warfare Center, Carderock Division (NSWCCD), Acoustic Research Detachment at Bayview, Idaho is procuring sound isolation coupling pads for the Large Lightweight Unmanned Undersea Vehicle (LSV2) Cutthroat. The procurement includes six line items of coupling pads: three pairs of Ahead Coupling Pads (Part Numbers 155846-1 and 155846-3), three pairs of Astern Coupling Pads (Part Numbers 155846-2 and 155846-4), one LSV2 Ahead Pad Set of 20 pads (Part Number 155846-5), and one LSV2 Astern Pad Set of 10 pads (Part Number 155846-6). The estimated acquisition value is approximately Fiscal Year 2025-2026 Other Procurement (FY25 OPN) funds with Navy cost reimbursable funding, and the Product Service Code is 4730 for hose, pipe, tube, lubrication, and rail fittings. The justification cites 10 U.S.C. § 3204(a)(1) and FAR Overhaul 12.102(b) as statutory authority, establishing that Philadelphia Gear is the sole source capable of manufacturing coupling pads compatible with the LSV2's custom coupling assemblies. The document details that alternative sourcing would require complete redesign and replacement of the entire coupling system, introducing unacceptable delays exceeding two years for NAVSEA drawing approval, substantial cost increases, operational risks, and potential adverse effects on the vehicle's critical acoustic signature. The contracting officer will conduct price analysis using historical procurement data and past pricing information to determine fair and reasonable costs, and the justification will be posted to SAM.gov with future market assessments to identify potential competition for subsequent requirements.

The OEM does not have any authorized resellers.
The Product Service Code (PSC) for this procurement will be 4730 Hose, Pipe, Tube, Lubrication, and Rail Fittings (including couplings) and is aligned with the Department of Defense taxonomy associated with the acquisition of services, supplies and equipment.
4. Statutory Authority Permitting Other Than Full and Open Competition
The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of
5. Rationale Justifying Use of Cited Statutory Authority
When the LSV2 was initially procured, it was designed to utilize Philadelphia Gear couplings and had them already installed. The current requirement is for direct replacements of these coupling pads.
Philadelphia Gear is the only source with the proprietary, detailed design information required to manufacture the coupling pads that interface with the existing, custom couplings on the LSV2. Due to the unique design of the coupling assemblies, no other manufacturer's pads will fit.
Sourcing these parts from any vendor other than Philadelphia Gear would necessitate a complete redesign and replacement of the entire coupling system rather than just the pads. This course of action is not feasible for the following reasons:
a. NAVSEA Drawing Approval: The LSV2 shafting system is documented on an approved NAVSEA drawing. Any modification to this design requires formal NAVSEA approval, a process that can exceed two years, introducing significant delays to the program.
b. Increased Costs: A complete coupling redesign and build would result in a substantial increase in cost for the Government compared to the cost of procuring only the replacement pads.
c. Schedule and Operational Delays: The schedule delay associated with manufacturing and approving a new coupling design, as opposed to simply replacing the pads, significantly increases the risk of the current pads failing in service. Such a failure would render the LSV2 unavailable to support critical Navy research and development programs.
d. Increased Program Risk: Replacing the entire coupling introduces significant technical risks of mission failure.
The new design could adversely affect LSV2's acoustic signature, a critical performance characteristic. The current system has a known and accepted acoustic performance, whereas a new system would require extensive and costly validation to ensure it meets requirements.
Therefore, based on the market survey conducted, and all else being considered, it has been determined that only the Philadelphia Gear brand coupling pads can requirement in time to meet scheduled acoustic trials.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Pursuant to FAR Overhaul 12.202(b), NSWCCD intends to use the combined synopsis and solicitation procedure, and the notice will be posted to SAM.gov. Additionally, in accordance with FAR Overhaul 6.301(c), the Government will make this Justification publicly available at the Government Point of Entry (GPE) (SAM.gov). The Government will ensure that the contract file documents and responses received from vendors by making the justification available at the GPE.
7. Determination of Fair and Reasonable Costs
In accordance with FAR Overhaul 12.204(a), the Procuring Contracting Officer (PCO) must determine the price to be fair and reasonable. Significant (or similar) quantities of this requirement have been purchased from this offeror in the past by other agencies and cost/pricing information was received on those past procurements. This information shall support the fair and reasonable cost determination of this procurement.
Additionally, the Government will require the contractor to submit a formal price proposal and sufficient information to support the accuracy and reliability of the estimate. The PCO shall determine that the proposed order represents the best value (as defined in FAR 2.1 rely on experienced technical experts, as well as information from prior procurements conducted by the Navy where the same (or comparable) devices were procured, when conducting the price analysis. This information will form the basis for a fair and reasonable price.
8. Actions to Remove Barriers to Competition
NSWCCD will continue to assess the market for potential additional sources of future requirements of the same supply to ensure competition opportunity is not missed that may provide a benefit to the Government.
