About this file
This document is a Brand Name Justification (BNJ) for the procurement of Dell laptop computers for the Carlisle Barracks Network Enterprise Center (NEC). The NEC is seeking to purchase 200 Dell laptops to replace aging equipment and maintain standardization of the IT asset catalog. The Dell model requested is compatible with the required Windows 11 security features and will help the NEC efficiently image and support the laptops. Procurement of other laptop models would cause delays and incompatibility issues for the NEC help desk. This new requirement will be competed under the Army's CHESS ADMC-2 contract vehicle on an unrestricted basis. Market research confirmed at least two ADMC-2 vendors can fulfill the Dell laptop requirement. The impact of not approving this justification would result in lengthy delays in replacing the current laptops at the end of their lifecycle.

Control No: MICC 2024-91 instructors, and students. A degradation of service availability would be incurred with the introduction of large quantities of non-standardized items. Additionally, non-standardized items risk the availability of local repair parts; thereby, extending repair periods and further degrading IT services and availability for end users. Increasing the asset catalogue of supported equipment will broaden the contract workforces training requirements, negatively impacting IT personnel availability required to support ongoing operations. In addition, the Dell model requested is compatible with Windows 11 Secure Host Baseline (SHB) and supports the required Windows 11 compatible security features, functions, and tools. By limiting devices to the Dell model requested, the Carlisle Barracks NEC will maintain a manageable asset catalog sustaining operations.
The Army’s CHESS IT E-mart is a mandatory source for commercial-off-the-shelf (COTS) hardware and software, services and tactical/operational hardware requirements in accordance with AFARS, Part 5139, Acquisition of Information Technology and AR 25-1, Army Information Technology. CHESS contracts provide IT products and services that comply with U.S. Army Network Enterprise Technology Command, Army, and DoD policy and standards.
b. Alternatives: Procurement of other than the Dell laptops requested would be problematic for the NEC help desk. The recent lifecycle replacement consolidated purchase caused many delays and several work arounds because HP drivers were not readily available from the NEC when imaging the HP computers. Additionally, HP computers take considerably more time than Dell computers to image for SIPR networks. Procuring the Dell laptops available through CHESS is the best course of action to reduce the amount of time spent on imaging and avoiding issues with the availability of software drivers.
c. Impact if Justification not Approved: The impact if this justification is not approved would result in lengthy delays in replacing current laptops at the end of their lifecycle.
The principal cause of the delays would be the need for the Carlisle Barrack’s NEC to build a non-standard computer image to load on any non-Dell computers acquired.
6. Actions to Increase Competition: A request for quote was posted to CHESS to identify available sources and to ascertain the potential for a Small Businesses Set Aside. This requirement will be competed under The Army’s CHESS Army Desktop and Mobile Computing - 2 (ADMC-2) contracts on an unrestricted basis. This effort utilizes the Army’s mandatory source of supply and will be open to all eligible ADMC-2 contract holders. In accordance with FAR 5.202(a)(11), this action will not be synopsized.
7. Market Research: CHESS is the Army’s designated primary source for commercial IT products. Market Research was conducted by the Chief Information Office via CHESS Consolidated Buy listings and contact with CHESS ADMC-2 vendors. Market research revealed at least two ADMC-2 vendors on the Consolidated Buy schedule can fulfill the Dell equipment requirement via the ADMC-2 contract vendor community.
