About this file

This document is a Brand Name Justification for Pelican shipping cases required for the National Data Buoy Center (NDBC) to transport and protect TAO Recap Sensors and payloads. The Pelican cases feature exact-cut foam isolation to prevent damage to the equipment during transit and interlock with existing containers to facilitate stacking and securing cargo on ships. The government has invested resources designing and testing these specific Pelican container models to ensure the equipment is properly protected. This Brand Name Justification is part of a Request for Quote (RFQ) solicitation for 240 Pelican cases with custom foam inserts for NDBC at Stennis Space Center. The procurement is set aside 100% for small businesses under NAICS code 325211, and will use Simplified Acquisition Procedures under FAR Part 13. Award will only be made to contractors registered in the System for Award Management.

Brand Name Justification

The Pelican cases are used to transport TAO Recap Sensors and payloads from the National Data Buoy Center (NDBC) to the TAO stations in the field. These cases feature exact-cut foam isolation to prevent damage to components in transit. These exact models of Pelican containers are essential to the Government’s requirements because safety and stowage concerns, as well as protecting government equipment from damage. These container models interlock with other existing containers which facilitates the tying down of containers to prevent equipment from shifting at sea. The ability to ensure that equipment does not move relative to the ship, increases safety on the ship.

Each vessel has a limited amount of deck space to store equipment. To meet equipment needs for NDBC’s missions, equipment containers are stacked in interlocking stacks. The new containers must be able to interlock with NDBC’s existing inventory of containers.

NDBC has spent resources designing and testing these containers to prove Government equipment will not be damaged while stowed in the shipping containers. Using these models of shipping containers, saves the government money and time. The brand name justification for the Pelican shipping containers is only a small portion of the procurement as the majority of the procurement is the exact cut foam isolation used in each container.
