About this file
This is a Contracting Officer's justification for use of a single source procurement below the Simplified Acquisition Threshold (SAT). The 11th Contracting Squadron is procuring three Andreas Jungwirth Double Horns with triangular valve design and "overtone" style detachable bells for the USAF Band, with an estimated contract cost of $37,224.00 under Purchase Request F4J0245353A001. The single-source justification is based on the superior quality and playing characteristics of the Jungwirth instrument, which three horn players have determined facilitates their job performance through superior sound quality, ease of tone production, and evenness of intonation and timbre throughout the register.
The Contracting Officer notes that extensive efforts to obtain competition have been undertaken through the horn players' practice of regularly trying and evaluating different horn makes and models. Existing horns from other manufacturers are aging rapidly and requiring constant repair, making it difficult to maintain the quality standards required for the USAF Band mission. The procurement is not a Bridge Action, and the office commits to researching new market options for future similar purchases. Contracting Officer Roberto Rongavilla II made the determination on January 9, 2026, in accordance with FAR 13.106-1(b)(1), that the circumstances justify single-source procurement.
